PINTO, DIRECTOR <br />SOLID WASTE DISPOSAL DISTRI <br />FROM: SAM ROHLFING, RECYCLING COORDINATOR <br />SOLID WASTE DISPOSAL DISTRICT <br />SUBJECT: WASTE TIRE GRANT APPLICATION and <br />RECYCLING & EDUCATION GRANT APPLICATION <br />AUTHORIZED REPRESENTATIVE SIGNATURE <br />----------------------------------------------------------------- <br />BACKGROUND: <br />As part of the Florida Department of Environmental Regulation <br />fourth-year Waste Tire Grant and Recycling & Education Grant ap- <br />plication requirements for Indian River County, the application <br />requests must be signed by the county's Authorized Representative <br />before being sent to the DER. This individual is the Chairman of <br />the Board of County Commissioners. The Solid Waste Disposal Dis- <br />trict has received Waste Tire and Recycling grants for the past 3 <br />years and wishes to continue the programs with the support of the <br />fourth-year DER grants.. When the applications have been signed <br />by the Authorized Representative they will be forwarded to the <br />DER. The deadline by which the DER must receive the applications <br />is July 1, 1991. - <br />RECOMMENDATION: <br />District staff requests that the Chairman of the Board sign the <br />fourth-year Waste Tire Grant and Recycling & Education Grant ap- <br />plications. <br />Commissioner Scurlock pointed out that we still have a <br />significant problem with 200,000 tires sitting out at Gifford, <br />and in the paper this morning a problem was mentioned in another <br />area of the county. Does that go along with this? <br />Administrator Chandler advised that is a separate matter, <br />and we are trying to get money from the DER to fund the clean up. <br />Commissioner Scurlock asked if we have liens against the <br />Gifford property, but Administrator Chandler explained that there <br />is difficulty in locating the owner. <br />Commissioner Scurlock continued to express concern about the <br />problems that would arise if these tires ever catch on fire, and <br />the Administrator assured him that we have taken precautions and <br />are continuing to press for funding from the DER. <br />ON MOTION by Commissioner Eggert, SECONDED by Com- <br />missioner Scurlock, the Board unanimously authorized <br />the Chairman to sign the fourth-year Waste Tire Grant <br />and Recycling & Educations Grant applications. <br />8 <br />
