BOOK 83 F'NGE <br />JUN 111991 <br />Chairman Bird asked if we can schedule the workshop some <br />time in August as he did not see it relating to this years <br />budget, and the Board agreed. <br />Commissioner Scurlock concurred that he personally feels <br />there needs to be some changes, and he tended to favor the <br />approach that has been recommended in the letter from the Chamber <br />of Commerce. Any time you have dollars, you will have competing <br />interests, and the one thing he would caution about is that he <br />wants us always to maintain the ability for new entities to make <br />requests and be considered. <br />Discussion followed as to the need for more criteria and <br />parameters. Commissioner Scurlock felt that actually in <br />comparison to what a lot of other counties have done in making <br />these funds more or less a political grab bag, we have handled <br />these tourist tax funds very well. <br />Commissioner Wheeler believed the requests that have come in <br />have been legitimate and productive. <br />Commissioner Bowman expressed her feeling that there should <br />be tourist tax dollars allotted to the Fairgrounds. <br />Chairman Bird determined there was no further discussion. <br />THE CHAIRMAN CALLED FOR THE QUESTION on having a <br />workshop as discussed. <br />It was voted on and carried unanimously. <br />Commissioner Wheeler noted that since we are not going to <br />set a date for the workshop today, he wished to put everyone <br />present on notice to leave their name and address with Board <br />Secretary Alice White so they can be notified when a date is set. <br />Chairman Bird referred the Board back to the recommendations <br />made by the Tourist Development Council and asked if anyone <br />wished to be heard regarding these recommendations. <br />Frank Zorc, 2044 De Leon Avenue, did not feel the request by <br />Save Our Shores for $50,000 for another study of the beach is <br />justified any more than their recent request to support sand <br />pumping. Mr. Zorc understood that the Beach Committee and City <br />Council itself has in hand now the full control and ability to <br />make a decision on the beaches. They are far from completing <br />their long range plan, and the City Manager has made it clear <br />they want to have that before making any further decisions. Mr. <br />Zorc spoke at length stressing the complete coverage that has <br />been given this problem and the fact that the citizens voted <br />twice to defeat the project. He urged that the Board reject this <br />request and allow the City to complete its study. <br />26 <br />
