The second <br />guiding light is that his share of the cost should be <br />proportional to that charged everyone else on the system. There <br />cannot be favorites. The third guiding light, and this is <br />important on the square footage method, is that whatever relief <br />you give to one person, that same theory must be applied <br />throughout the hearing.
