per ERU per day. County wastewater is not currently available for <br />this site. Since no ERUs for wastewater have been reserved as of <br />the present time, the applicant has entered into a developer's <br />agreement which states that the applicant agrees to purchase ERU's, <br />if available at the time that his project's impacts occur, or <br />expand county facilities or pay for their expansion to meet the <br />needs of his development if capacity is no longer available when <br />the impacts of his project occur. With these conditions, the <br />utility concurrency test for wastewater has been met for the <br />subject request. <br />- Solid Waste <br />Solid waste service includes pickup by private operators and <br />disposal at the county landfill. Solid waste generation by a <br />12,000 square foot commercial development on the subject site will <br />be approximately 265 cubic yards of solid waste per year. This is <br />based upon the county's adopted level of service standard of 2.37 <br />cubic yards per capita per.year. A review of solid waste capacity ` <br />for the active segment of the county landfill indicates the <br />availability of more than 900,000 cubic yards of capacity. The <br />active segment of the landfill has a 4 year capacity, and the <br />landfill has expansion capacity beyond 2010. Based upon staff <br />analysis, it was determined that the county landfill can <br />accommodate the additional solid waste. <br />Drainage <br />All development is reviewed for compliance with county stormwater <br />regulations which require on-site retention, preservation of <br />...floodplain storage and minimum finished floor elevations. In <br />addition, development proposals will have to meet the discharge <br />requirements of the county Stormwater Management Ordinance. Since <br />the subject property is located within the R-1 Drainage Basin and <br />no discharge rate has been set for this basin, any development on <br />the property will be prohibited from discharging any runoff in <br />excess of the pre -development rate. <br />In this case the floodplain storage and minimum floor elevation <br />level of service standards do not apply, since the property is not <br />within a floodplain. Both the on-site retention and discharge <br />standards do apply. With the most intense use of this site, the <br />maximum area of impervious surface for the proposed request will be <br />approximately 39,600 square feet. The maximum run-off volume, <br />based upon the amount of impervious surface, will be 34,748 cubic <br />feet. In order to maintain the county's adopted level of service, <br />the applicant will be required to retain 31,188 cubic feet of run- <br />off on-site. It is estimated that the pre -development run-off rate <br />is 2.94 cubic feet per second. <br />Based upon staff's analysis, the drainage level of service <br />standards will be met by limiting off-site discharge to its pre - <br />development rate of 2.94 cubic feet per second and requiring <br />retention of the 31,188 cubic feet of run-off for the most <br />intensive use of the property. <br />- Recreation <br />Concurrency for recreation is not applicable for this request as <br />the request is for commercial development, and recreation levels of <br />service apply only to residential development. <br />Compatibility with the Surrounding Areas and Potential Impact on <br />Environmental Quality <br />Compatibility with surrounding land uses is an important issue <br />concerning this property.
