Keats g, P <br />Community Devel pme Director <br />FROM: Sasan Rohani C'2-' <br />Chief, Long -Range Planning <br />DATE: June 10,'•1991 <br />RE: ALTERNATIVE 1 TO THE COMPLIANCE AGREEMENT: ADJUSTMENT OF <br />THE URBAN SERVICE AREA AND DENSITY IN THE SOUTH PORTION <br />OF THE COUNTY ALONG 43RD AVENUE. <br />(CPA #118, Alternative 1) <br />:It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of June 18, 1991. <br />DESCRIPTION AND CONDITIONS <br />�_On December 11, 1990, the Board of County Commissioners approved <br />the proposed remedial actions comprehensive plan amendment for <br />transmittal to the Department of Community Affairs. The proposed <br />remedial actions amendment incorporates into the plan those actions <br />reflected in the Indian River County/DCA stipulated settlement <br />agreement executed on October 15, 1990. <br />At the December llth_meeting, the Board of County Commissioners - <br />also approved for transmittal "Alternative 1" as shown on <br />attachment "A". It was the Board's intent that "Alternative 1" be <br />reviewed as a separate amendment request. The Board's position was <br />that if DCA found "Alternative 1" acceptable then the remedial <br />actions amendment could be modified to reflect the urban service <br />area boundary and density changes in Alternative 1. <br />As transmitted, the "Alternative 1" land use map would change the <br />density and Urban Service Area (USA) boundary in the south portion <br />of the county, along 43rd Avenue, from that proposed in the <br />compliance (stipulated settlement) agreement and the remedial <br />actions amendment:-- According to the compliance agreement, the USA <br />boundary will be 43rd Avenue; consequently, lands east of 43rd <br />Avenue will Vemain urban and retain their density of 6 units per <br />acre, while lands west of 43rd Avenue will become non -urban and <br />have their density reduced to 1 unit per 5 acres. As shown in <br />attachment A, the "Alternative 1" land use map involved moving the <br />USA boundary to the south of 13th Street S.W. between 43rd Avenue <br />and 58th Avenue by approximately j mile and moving the USA boundary <br />to the west of 43rd Avenue by approximately o mile. The <br />southernmost portion of this area abuts St. Lucie County. <br />Besides enlarging the urban service area, the "Alternative 1" map <br />involved reducing the density of 400 acres of land east of 43rd <br />Avenue from 6 units per acre to 3 units per acre and increasing the <br />density of 400 acres of land on the west side of 43rd Avenue from <br />1 unit per 5 acres to 3 units per acr <br />density on both sides of 43rd Avenue <br />units per acre density between the <br />east and the 1 unit per 5 acres area <br />60 <br />e.
