JUN 181 1491 BOOK 83 FAEE G52. <br />- Environment <br />The general physical conditions and natural constraints of the <br />properties on'both sides of 43rd Avenue in the south portion of the <br />county are similar. While the properties in this portion of the <br />''county are not designated as environmentally important or <br />environmentally sensitive by the Comprehensive Plan, they are <br />within a floodplain as identified by the Flood Insurance Rating <br />Maps (FIRM). This section of the county, however, is on the edge <br />of the designated floodplain area; consequently, these lands <br />contain some areas which do not have any flooding problems. <br />Because of the existence of a 298 drainage district and an <br />extensive canal system, both of which serve the subject properties, <br />this area has characteristics which somewhat mitigate the <br />floodplain conditions. Even though the proposed changes will <br />result in more areas within the USA being designated as floodprone, <br />the overall effect -will be to minimize the flooding potenti-al by <br />decreasing density east of 43rd Avenue and providing for larger <br />lots which could retain stormwater on-site. Based on these <br />environmental considerations, it is reasonable to assign the same <br />land use designation to lands on both sides of 43rd Avenue. <br />- Transportation <br />Access to these properties is provided by 43rd Avenue. 43rd Avenue <br />is classified as an urban minor arterial road on the future roadway <br />thoroughfare -plan map. This segment of 43rd Avenue is a two-lane <br />paved road with fifty (50) feet of road right-of-way. An <br />additional fifty (50) feet of right-of-way is required for this <br />segment of the road. <br />Due to the existence of a drainage canal on the east side of 43rd <br />Avenue, the access to 43rd Ave from the east side is limited, but <br />there is no restriction for access from the west side of 43rd <br />Avenue. However, fifty (50) feet of additional right-of-way shall <br />be provided from the west side at the time of site development. <br />The existing Level of Service on this segment of road is "C" or <br />better, and the proposed changes will not reduce the L.O.S. <br />This portion of Indian River County has easy access to I-95 through <br />Indrio Road in St. Lucie County (less than three miles). Based on <br />j staff analysis of the transportation system, the density adjustment <br />in this portion of the county is justified. <br />- Utilities <br />This portion of the county is within the Urban Service Area (USA) <br />of the county based on the adopted Comprehensive Plan; however, <br />water and sewer lines do not extend to this portion of the county <br />at present. <br />Based on approved development projects and the county's plan to <br />serve these projects, it is expected that water and sewer lines <br />will be available to this portion of the county within three years. <br />For any future development the applicant must buy water and sewer <br />ERUs, pay appropriate impact fees, and enter into a developer's <br />agreement with the county which states that the developer agrees to <br />expand county facilities or pay for their expansion to meet the <br />needs of his development. <br />Solid waste service includes pick-up by private operators and <br />disposal at the county landfill. The active segment of the land <br />fill has a 5 year capacity, and the landfill has expansion capacity <br />beyond 2010. <br />All development's are reviewed for compliance with county stormwater <br />regulations which require on-site retention, preservation of flood. <br />plain storage and minimum finished floor elevations.
