M <br />.Co_nservation Element will be implemented, and protection of the <br />agricultural industry in the county will be further enhanced. <br />DCA's Obiections <br />-Although DCA's objections to the mixed use district proposal, as <br />transmitted, were extensive and substantive,.staff feels that all <br />of the objections have been adequately addressed. Besides <br />providing justification for the mixed use designation, staff has <br />made several changes to the mixed use district criteria. These <br />changes include establishing a minimum separation distance between <br />districts, increasing the minimum amount of affordable housing, <br />requiring that the mixed use designation be established through a <br />comprehensive plan amendment, and mandating that all mixed use <br />districts be, approved as Florida Quality Development Projects. <br />With these modifications, staff feels that DCA's objections have <br />been satisfied. <br />In considering this request for establishment of a mixed use <br />designation, it is important to note that application of the mixed- <br />use designation process to agricultural areas is a relatively new <br />concept; there are few examples of similar successful efforts. <br />Through the staff analysis, it has been demonstrated that a mixed <br />use floating designation in the agriculturally designated portion <br />of the county will provide an opportunity for non-agricultural. <br />development while protecting agricultural land. This floating: <br />designation. will create self-sufficient communities and provide for <br />county control over developments in agricultural areas through the <br />planned development process. Therefore, it is the opinion of staff, <br />that the proposed comprehensive plan amendment would be reasonable: <br />and is compatible with the intent of the comprehensive plan and <br />will satisfy both the DCA and two of the intervenors in the <br />Comprehensive Plan administrative process. The criteria <br />established for a mixed use designation are restrictive and provide <br />for maximum county.control over development in agricultural areas. <br />RECOMMENDATION <br />Based on the analysis performed, staff recommends that the Board of <br />County Commissioners approve this request. <br />Director Keating pointed out that this item is an opportunity <br />to create a mixed use in agriculture districts. Staff has worked <br />extensively with DCA in making changes. When the Board considered <br />this item in December there were still rigorous and substantial <br />requirements for anyone wanting to do this. We had a minimum size <br />requirement along with a minimum mix of types of uses, including <br />residential, service commercial, employment commercial, <br />recreational, and all these uses in one self-contained community <br />that would function pretty much independently. DCA had comments <br />and criticism, and they came back with a number of objections in <br />their ORC report. We negotiated with them, and among the major <br />changes we have here is a separation distance between these types <br />of mixed use projects. You can have one right adjacent to the <br />Urban Service Area, but otherwise they have to have a six -mile <br />separation distance between themselves.
