SEBASTIAN <br />RIVER) <br />Community Development Director Keating reviewed the <br />following: <br />-TO: James Chandler <br />County Administrator <br />DEPARTMENT HEAD CONCURRENCE: <br />be t M. eatin , AXiVP <br />Community Deve�l�men Director <br />FROM: Roland DeBlois-, 7AICP <br />Chief, Environmental Planning <br />& Code Enforcement <br />DATE: May 29, 1991 <br />RE: CPA #116: Coraci/St. Sebastian River <br />C-3 Land Use Designation; <br />Comprehensive Plan Amendment <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their regular <br />meeting on June 18, 1991. <br />DESCRIPTION AND CONDITIONS: <br />Last year, Robert Riggio, on behalf of Anthony Coraci, an <br />intervener in the comprehensive plan administrative process, <br />submitted a request to amend the Comprehensive Plan and create a <br />new C-3 conservation land use designation to replace the present C- <br />2 conservation land use,designation.in the area surrounding the <br />St. Sebastian River. Mr. Coraci is the present owner of the W.W. <br />Ranch, an area of approximately 8,000 acres. The ranch property <br />lies predominately within the AG land use designation, with the - <br />exception of approximately 600 acres of largely undisturbed xeric <br />scrub community designated C-2 and lying west of and adjacent to <br />the St. Sebastian River. <br />The purpose of the applicant's request was to modify existing land <br />use designations as they apply to xeric scrub communities adjacent <br />to the river to allow for residential development up to 1 unit/2.5 <br />acres. The applicant's contention is that the present C-2 land use <br />designation of his property with its 1 unit/40 acres density <br />limitation is an unreasonable restriction of his land in the C-2 <br />District. <br />On November 15, 1990, this matter came before the Planning and <br />Zoning Commission, which voted to recommend to the Board of County <br />Commissioners the approval of staff's recommendation. The staff's <br />recommendation was a variation of the applicant's request. <br />Although the staff recommended that the C-3 district be created, <br />- <br />82- <br />
