Davis, P.E., <br />.Public Works Director <br />SUBJECT: Public Hearing for the Establishment of <br />an Assessment for Street Lighting in Glendale <br />Lakes Subdivision <br />DATE: July 15, 1991 FILE: + Zgenconf . agn <br />DESCRIPTION AND CONDITIONS <br />.on July 2, 1991, the Board of County Commissioners adopted <br />.Resolution No.' 91-73, providing for the establishment of an <br />assessment roll for Glendale Lakes Subdivision. <br />Also on July 2, 1991, the Board of County Commissioners <br />adopted another Resolution No. 91-74 setting the date and <br />time for a Public Hearing to discuss the advisability, cost <br />-and amount of the assessment against each property owner. <br />,This hearing is scheduled for July 23, 1991. <br />RECOMMENDATIONS <br />.After hearing complaints and input at the Public Hearing and <br />:if necessary, any adjustment to the assessment roll, it is <br />recommended that the Board of County Commissioners approve <br />the attached Resolutions confirming the assessment roll. If <br />'adjustment or changes are made a new resolution will be <br />,brought before the Board of County .Commissioners for <br />..approval. <br />Administrator Chandler clarified this public hearing is to <br />consider the assessment for street lights for a 22 -month period in <br />Glendale Lakes Subdivision. A petition was received initially for <br />the street lights; there were 80 parcels involved with 60 percent <br />in favor of the requested street lights. Florida Power & Light, <br />without authorization, went ahead and installed the street lights <br />even though the district itself will not be established formally <br />until October of 1992. We are proposing, since lights are in, to <br />do an assessment of $70.39 per parcel for the 22 -month period until <br />the district will be set in October of 1992. <br />County Engineer Roger Cain explained he was representing <br />Public Works Director Jim Davis who was unable to attend. Mr. Cain <br />pointed out an error in the assessment roll: Glendale Lakes <br />Subdivision, Unit 2, lots 4, 5, and 6 should be stricken from the <br />benefitted area because it has been discovered that there are no <br />lights installed in that particular street. Mr. Cain also <br />explained that there is a five percent contingency in the total <br />assessment; so staff feels the assessment would not change. <br />15 <br />UL 23 11,191 <br />rtuC <br />
