E i5G <br />Civil Engineer <br />SUBJECT: Request for Floodplain Cut and Fill Balance Waiver for <br />Sandrift Subdivision <br />.'.DATE: July 12, 1991 <br />DESCRIPTION AND CONDITIONS <br />McQueen & Associates, Inc. on behalf of the Turbine Group,; <br />developers of Sandrift Subdivision, is requesting a waiver of thel <br />cut and fill balance requirement. of Section 930.07(2)(d) of the <br />Stormwater Management and Flood Protection Ordinance. Sandrift; <br />Subdivision is located on both sides of SR A -1-A approximately 1/4i <br />mile north of the intersection of North Jungle Trail and SR A -1-A. <br />.The project is within Flood Hazard Zones AE and VE with base flood <br />elevations of 8, 91 10, 11, 12 and 15 FT. The ten year flood. <br />elevations reported in the May 4, 1989 F.E.M.A. Flood Insurance <br />Study are 4.0 FT on the Indian River side and 4.1,FT on the <br />Atlantic Ocean side. The floodplain displacement created by .fill <br />below elevation 4.1 FT is estimated by the applicant's engineer at <br />1996 cubic yards. Sandrift Subdivision received Preliminary Plat" <br />rapproval on April 26, 1990. ; <br />ALTERNATIVES AND ANALYSIS <br />The project meets the cut and fill balance waiver criteria of being <br />located in an estuarine environment and it appears that all other, <br />Stormwater Management and Flood Protection Ordinance requirements <br />will be met. Wetlands mitigation plans have been approved by <br />permits from S.J.R.W.M.D., Department of the Army, and Indian River <br />County Environmental Planning Section. <br />Alternative No. 1 <br />Approve the cut and fill balance waiver request. <br />Alternative No. 2 <br />Deny the waiver request and require re -design to accomplish an on- <br />site balance of cut and fill. <br />RECOMMENDATION AND FUNDING <br />Staff recommends approval of Alternative No. 1. <br />21 <br />��jj <br />4� <br />mr. 83 F L J4 4k <br />
