r <br />RESOLUTION ADOPTING THE COUNTY 1991 PEACETIME EMERGENCY PLAN <br />The Board reviewed memo from John King, Deputy Director of <br />Emergency Services: <br />TO: James Chandler <br />County Adminisrator <br />THROUGH: Doug Wright, irector <br />Emergency Management Services <br />FROM: John Ring, Deputy Director ='K <br />Emergency Management Services <br />DATE: July 25, 1991 <br />SUBJECT: APPROVAL OF RESOLUTION ADOPTING THE 1991 COUNTY PEACETIME <br />EMERGENCY PLAN <br />It is respectfully requested that the information contained herein <br />be given formal consideration by the Board of County Commissioners' <br />at the next scheduled meeting. :. <br />DESCRIPTION AND CONDITIONS: <br />Annually, the Indian River County Department of Emergency Services <br />reviews the County's Peacetime Emergency Plan (PEP) for accuracy <br />and operational soundness. <br />The annual review*of the PEP its measured against compliance <br />requirements outlined in Rule 9G-71 Florida Administrative Code. <br />However, the Plan must be adopted!by resolution of the -governing <br />body of the County before it meets compliance requirements of Rule <br />9G-6, FAC. <br />ALTERNATIVES AND ANALYSIS: <br />The Florida Department of Community Affairs, Division of Emergency <br />Management, requires an update triennially, which was accomplished <br />in 1990. In an effort to maintain an operationally functional plan, <br />the Department of Emergency Services updates the plan annually and <br />then submits it for review and ;approval by the State at the <br />required interval. <br />Florida is subject to natural and technological hazards that pose <br />potential dangers to the community. State directives require that <br />each county government provide a comprehensive emergency management <br />plan for the purpose of defining the specific authorities and <br />responsibilities that are delineated within the framework of the <br />County's emergency response. <br />RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners approve the <br />attached Resolution and the 1991IIndian River County Peacetime <br />Emergency Plan. Pursuant to approval, the plan will be disseminated <br />to the various emergency agencies within the County. <br />ON MOTION by Commissioner Eggert, SECONDED by Com- <br />missioner Bowman, the Board unanimously adopted <br />Resolution 91-90 approving the County 1991 Peacetime <br />Emergency Plan. <br />L- !I -UG 6 1991 <br />3 <br />
