that you design a line map regardless of streets - it is based on <br />pressure and capacity and a change on one street could affect <br />lines many streets away. <br />Commissioner Eggert noted that she is just trying to get a <br />feeling for how much this consultant would be used and if the <br />proposed restriction is fair. <br />Commissioner Scurlock stated that his feeling about this is <br />that forever is a long time; he personally felt they should be <br />released from this restriction and able to participate at some <br />time. <br />Director Pinto suggested the restriction apply as long as <br />they continue as your master plan consultant, or at least until <br />you update. Then if they do the update, he felt they still <br />should be restricted. <br />Commissioner Eggert believed we are constantly updating, and <br />Commissioner Scurlock felt we should select a consultant for a <br />period of 3 to 5 years and then go back out for bids. <br />Administrator Chandler believed the life of a total master <br />plan would be 3 to 5 years. He understood Commissioner Eggert's <br />comment about constantly updating, but his thinking is that an <br />update would be a total update of all the elements in the plan. <br />Commissioner Eggert still didn't see why it isn't good for <br />longer if we are continually adjusting it for things such as <br />affordable housing, zoning, etc. <br />Commissioner Scurlock pointed out that there are some things <br />in the plan that change just based on technical advances, and <br />then there are also philosophical changes. For instance, you <br />might have a new Commission that wanted to go to using deep wells <br />instead of concentrating on reuse or possibly would want to <br />create artificial wetlands, and that would change our approach <br />dramatically. <br />Debate continued regarding a major update as opposed to a <br />partial or minor update which could be handled by staff, and the <br />definition of update. As Director Pinto understood the discus- <br />sion, he felt that you would not have a major update unless you <br />have a philosophical change in approach and a policy change. If <br />the Commission is looking for a time period, he personally would <br />say that as long as they are retained as consultant for the <br />master plan, they would be restricted and then when they are <br />dismissed is when the time period would start, i.e., 2 years <br />after they are dismissed. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Eggert, the Board unanimously author- <br />ized the RFP to update all.utility master plans with <br />47 <br />A N BUUK J F'AG <br />
