AUG a `991 <br />BOOK 83 <br />potential for participation. We are sizing things and doing <br />certain improvements, and at some point, that will exclude them <br />from even the possibility of hooking up into our system. <br />Commissioner Eggert noted that although we have given Sebastian <br />a lot of warning, possibly we should allow them 30 to 60 days, <br />but Commissioner Scurlock pointed out that they said they want to <br />get out. <br />Commissioner Eggert suggested a Motion to eliminate <br />Sebastian from all water projects and the approval to finalize <br />negotiations for the elimination of the City from the wastewater <br />service within 30 days. <br />Discussion continued at some length, and Director Pinto <br />stressed that we have a serious problem with the water; we have <br />got to tie those little water plants together. As to the <br />wastewater, he felt we must see that the people we have committed <br />to get service unless Sebastian says we are not to, but we will <br />not sell any more capacity. <br />Commissioner Scurlock further clarified that when any <br />capacity is turned back to us, it will be transferred into the <br />unincorporated area. <br />Chairman Bird did not wish to bring up the specter of a <br />moratorium, but he felt the people should understand there may be <br />a problem with continuing development if they can't tie into our <br />system and the City's system isn't ready. <br />Commissioner Scurlock commented that actually we have plenty <br />of demand for capacity in the unincorporated area; so, if the <br />City does want a relationship with the County in the future, they <br />better establish that very quickly and tell us on what basis. We <br />cannot leave this open forever. <br />ON MOTION by Commissioner Eggert, SECONDED by Com- <br />missioner Wheeler, the Board unanimously agreed to <br />eliminate Sebastian from all water projects as of <br />now and from the wastewater service within 30 days <br />if we hear nothing to indicate they wish to be <br />included. <br />OLD SUGAR _MILL _ESTS_- (WATER -SERVICE _ 50TH_ COURT) <br />The Board reviewed memo from Utilities Assessment Manager <br />James Chastain: <br />50 <br />
