Commissioner Scurlock understood then that we were under- <br />funded but have made that up and that we will have a 2-1/2 to 3 <br />month reserve fund. <br />Mrs. Stanford explained that the plan design for the new <br />year would be a fully insured health insurance policy, but funded <br />similar to a self-insured plan where the administrative fee.is <br />paid to the insurance company as claims occur. She estimated <br />that the percentage of the administrative fees should be <br />somewhere in the vicinity of 150 on this sized group. The <br />administrative fee includes not only the claims processing part <br />of it but all specific and aggregate stop loss as well. The <br />administrative fee also includes the premium for reinsurance <br />beyond certain limits so that the County's liability is limited. <br />Commissioner Scurlock believed the most important thing we <br />do for our employees is provide the health benefit package and <br />that sometimes the employees don't realize what it costs to <br />provide this particular coverage. He felt the increasing cost <br />of medical coverage is going to become even more critical in <br />future years as a factor in how we treat our employees and how we <br />continue to employ a good work force. <br />Chairman Bird asked Administrator Chandler what the proper <br />Motion would be, and Administrator Chandler advised that today's <br />Motion would be to approve the plan as submitted by Mary <br />Stanford. Staff will be coming back to the Commission with the <br />specific agreements with Anthem and with the PPOs. In addition, <br />there is a question of whether there should be a local agent <br />involved, and, if so, at what expense. We are still pursuing <br />that part of it and will be bringing that back also. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Eggert, the Board unanimously approved <br />the County's health benefit program, as submitted by <br />Mary Stanford of Stanford & Company. <br />AUG ® � �� <br />35 <br />BOOK F'A.Uc <br />
