request for rezoning and allow him the chance to present his plan <br />for dredge and fill at the proper time. <br />MOTION WAS MADE by Commissioner Scurlock, SECONDED <br />by Commissioner Wheeler, to deny the request for <br />rezoning. <br />Under discussion, Commissioner Scurlock felt the process of <br />public hearings in the sunshine is the way to get information and <br />reach decisions rather than workshops. He is still concerned about <br />the lagoon and will be looking at that very closely. <br />Commissioner Bowman agreed the C-2 designation is a compelling <br />reason for and it does imply maximum protection. She felt there is <br />a difference between the runoff from two units and four units and <br />when this site plan is presented that will be a major concern. <br />Commissioner Eggert supported the motion and felt, even though <br />everyone is concerned about the lagoon and got off on the wrong <br />trail temporarily, there was no reason to do anything but deny the <br />request. <br />Commissioner Wheeler supported the motion and, while he <br />personally likes lower density, felt no case had been made to lower <br />the density of the property. <br />Chairman Bird supported the motion and said it is a great day <br />for property owners. <br />Commissioner Scurlock suggested and Chairman Bird agreed that <br />staff should investigate ways to address questions about <br />conservation areas without going through an expensive, involved <br />process. <br />Director Keating stated there is a permit required, which can <br />be appealed, which would require a public hearing. <br />THE CHAIRMAN CALLED FOR THE QUESTION <br />It was voted on and carried unanimously. <br />ROBERT G. REGARDING PROPOSED CHANGES AND MODIFICATIONS <br />TO 14TH STREET EXTENDING EAST FROM U.S #1 <br />Ted Herzog, attorney for Home and Patio, distributed a <br />photocopy of a site plan acquired from Senior Planner Chris Rison <br />showing the area of the intersection of 14th Street and U.S.1, <br />specifically the area between the former Clock Restaurant and Home <br />& Patio Furniture Store.
