SEP 5 199 <br />ltd <br />Commissioner Scurlock felt that sometimes people get confused <br />and think that these budget hearings are the forum for objecting <br />to their individual assessments on their home or property; <br />however, the tentative and final budget hearings offer the <br />taxpayers an opportunity to discuss or object to the proposed <br />budgets of the various funds in the county, such as the General <br />Fund, Transportation Fund, General Purpose Municipal Service <br />Taxing Unit, Library Bonds, the three Fire Districts, Street <br />Lighting Districts, Solid Waste Disposal District, etc. <br />Ed Valentine asked the proper procedure for appealing his <br />property assessment, and Deputy Clerk Barbara Bonnah advised that <br />petition forms may be obtained in the Property Appraiser's Office <br />and filed in the Office of the Clerk to the Board by Friday, <br />September 6, at 5:00 P.M. There is a $15 filing fee for each <br />parcel. The first hearing of the Value Adjustment Board (VAB) <br />will be held Monday, September 16, at 9:00 A.M. <br />Mr. Valentine also asked when he might file an objection to <br />his assessment for the Solid Waste Disposal District, and Chairman <br />Bird advised that the SWDD assessment appeals are scheduled to be <br />heard on Monday, September 9, at 9:00 A.M. in these chambers. The <br />deadline for filing those appeals was Monday, August 26. <br />GENERAL FUND <br />Administrator Chandler announced that the total proposed <br />General Fund budget for next fiscal year is $40,584,377, which <br />reflects an expense increase of 2.4%. To fund those expenses and <br />that portion from ad -valorem taxes, the proposed,General Fund <br />millage rate for next fiscal year is 4.6423, which is 3.4% below <br />the rolled -back millage of 4.8054. The basic changes within the <br />General Fund budget relate again to the new facilities and parks <br />coming on line, the implementation of the Emergency Equalization <br />Plan, increase in health insurance, salary contingencies, and the <br />6 <br />
