M M M <br />Commissioner Scurlock wanted to go on record in renewing his <br />concern about the commercial side of the solid waste assessment. <br />He would like to see the Board consider a split fee for commercial <br />where we would have a basic base facility charge for having that <br />facility out there, which could go up and down, and that would <br />appear on the tax roll like our current assessment does. In. <br />addition, however, we would have another factor to make up the <br />total dollars needed and that would be determined either by <br />container size, frequency of pickup and container size, or <br />tonnage. He wasn't saying that he was absolutely convinced that <br />it would be the right way to go, but, as one Commissioner, he <br />would like to take a look at it because it might bring a little <br />more equity to the assessment. <br />Administrator Chandler confirmed that we are looking into a <br />split fee and a fee based on tonnage, but pointed out that if any <br />changes are made, they would not be effective this fiscal year. <br />Chairman Bird opened the public hearing on the Solid Waste <br />Disposal District budget, and asked if anyone wished to be heard <br />on the matter. <br />Mark Tripson, 5020 12th Street, Vero Beach, was concerned <br />about farm property and why some parcels were being assessed and <br />some were not. <br />Utilities Director Terry Pinto explained that vacant/ <br />unimproved property is not assessed. Parcels with buildings on <br />them are assessed. If you don't have any structures on your <br />property and are being assessed, that has to be straightened out <br />with the Property Appraiser. <br />Glenn Legwen, 5900 5th St., S.W., explained that he is in the <br />nursery business and objects to the document used to assess <br />nurseries. They have used Code 30 of the Property Use Code - <br />Classification which includes florists as well as wholesale and <br />retail nurseries. He felt that assessing nurseries on a square <br />footage basis is very inequitable. There is no consideration for <br />27 IOOK <br />.•, 'r. <br />SEP 5 a91 <br />
