Chairman Bird opened the public hearing and asked if anyone <br />wished to be heard on any of the above listed funds. <br />Glenn Legwen inquired about the Oslo Road reverse osmosis <br />water plant as he understood that the restrictions on the monies <br />that were provided initially by the Farmers Home Administration <br />had a stipulation that there would be no assessments or impact <br />fees. <br />Commissioner Scurlock felt Mr. Legwen had that stipulation <br />confused with the federal monies provided for the initial study <br />that was done when the County was first considering getting into <br />water service. This is an entirely different project. When the <br />FmHA committed a very large loan to us at 5% interest, there was <br />no such stipulation, and there was no grant money involved. <br />Director Baird interjected that the bonding documents specif- <br />ically name impact fees as a charge that we use for our coverage. <br />He believed that is covered under Ordinance 82-61, and if Mr. <br />Legwen would like to stop by his office, he would be glad to show <br />it to him. <br />w <br />There being no others who wished to be heard, the Chairman <br />closed the public hearings on the Other Debt Funds, Special <br />Revenue Funds, and Capital Projects. <br />I ''' <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Wheeler, the Board unanimously approved <br />FY 1991/92 tentative budgets for each of the Other Debt <br />Funds, Special Revenue Funds, and Capital Projects as <br />listed above and as read aloud by Budget Director Baird. <br />41 <br />BOOK f".a <br />
