the aggregate millage and asked Administrator Chandler to proceed. <br />Administrator Chandler informed those present that this is <br />the first of two public hearings to consider adoption of the <br />proposed Budget for FY 91/92 which begins October 1st. We will go <br />through each of the funds, and as we do, he will give a brief <br />overview of that fund. As relates to those funds involving <br />property taxes, there are certain points he needs to make in terms <br />of the millage rate to be in accordance with the TRIM Notice <br />(TRUTH IN MILLAGE NOTICE), and they will be addressed as we get <br />into each of the funds. Administrator Chandler stated that the <br />proposed budget of $133,909,981, an increase of 2.-80 over last <br />year, reflects some reductions made since the July workshops. <br />Those reductions have resulted in changes in some of the amounts <br />specified on the TRIM Notices. OMB Director Baird explains those <br />changes in the following memo dated 8/29/91: <br />TO: Members of the Board <br />of County Commissioners <br />DATE: August .29, 1991 <br />SUBJECT: 1991/92 FISCAL. YEAR BUDGET UP -DATE <br />FROM: Joseph A. Baird <br />OMB Director <br />At the workshop on July 17, 1991, the Board of County Commissioners decreased the <br />county's budget by an additional $470,107. Of this amount, the General Fund was <br />decreased $120,497, G & A charges totalling $301,610 reduced balances in the Fire Districts <br />and $48,000 was reduced in the Law Enforcement Trust Fund. In addition, in a separate <br />public hearing held July 16, 1991, Vero Lakes Estates' per parcel acre charge was increased <br />from $15.00 to $50.00. A chart enclosed with this memo provides greater detail of these <br />changes. <br />Since the hearings three major changes resulted in a further reduction of the budget. <br />o In a memo to the Board, Ann .Robinson indicated that the <br />Supervisor of Elections Budget was overstated by $11,629. <br />o Eleven employees of the South County Fire District are still covered <br />by- the City of Vero Beach Fireman's Relief and Pension Fund and <br />$76,000 was budgeted for anticipated increases in the retirement <br />benefits.
