CHAST <br />MANAGER OF ASS <br />DEPARTMENT OF <br />CES <br />NI' PROJECTS <br />TY SERVICES <br />SUBJECT: PETITION FOR WATER SERVICE IN GLENDALE TERRACE SID <br />(24TH AVENUE - NORTH OFF 8TH ST. TO 10TH ST.) <br />INDIAN RIVER COUNTY PROJECT NO. UW -91 -24 -DS <br />BACKGROUND <br />A petition has- been received for a water main extension for 24th <br />Avenue to supply potable water to its residents. We are now coming <br />to the Board of County Commissioners to seek approval to begin <br />design of the above project. (See attached petition and plat map.) <br />i <br />ANALYSIS <br />The subdivision contains 29 lots owned by 21 owners. The property <br />owners signing the petition represent 65% of the properties to be <br />served. The petition was picked up August 22 and returned August <br />27. Several owners were not readily available to sign due to being <br />out of town or simply hesitant. <br />All of the lots in this project are substandard or "undersized," <br />according to Indian River County's Comprehensive Plan and the County <br />Public Health Unit, Division .of Environmental Health. New lots <br />utilizing well and septic systems must be a minimum of one-half acre <br />in size. Lots not meeting these minimum standards are called <br />"undersized lots." <br />The attached map displays the area to benefit from the assessment <br />project. <br />This project is to be paid through the assessment of property owners <br />along the proposed water line route. In the interim, financing will <br />be through the use of impact' fee funds. Design services will be <br />provided by the Department of Utility Services. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends approval <br />of the above -listed project. 24 <br />
