GENERAL PURPOSE MUNICIPAL SERVICE TAXING UNIT (GPMSTU) <br />Administrator Chandler announced that the proposed millage <br />for the GPMSTU is 1.5093, and that is a decrease of .190 below <br />rollback. The total proposed budget is $12,415,743, and that <br />contains an expense increase of .280 or less than 1% - in dollars <br />it amounts to a $34,000 increase on a 12 million dollar budget. <br />The increase is related primarily to the new parks, additional <br />City of Vero Beach recreation funding, health insurance costs, <br />and salary contingencies. <br />Chairman Bird felt it would be enlightening if it were <br />explained that everyone in the county pays the millage in the <br />General Fund, but the MSTU is paid only by those in the <br />unincorporated area. If you live in one of the municipalities, <br />you do not pay this. <br />Commissioner Scurlock pointed out that if you live in a <br />city, you will have city millage in place of the MSTU, and <br />Chairman Bird noted that the city's tax is another factor over <br />which we have no control. <br />The Chairman opened the public hearing on the GPMSTU and <br />asked if anyone wished to be heard. There were none, and he <br />thereupon closed the public hearing. <br />ON MOTION by Commissioner Scurlock, SECONDED by Com- <br />missioner Wheeler, the Board unanimously adopted <br />Resolution 91-108 establishing a tax millage rate <br />for the General Purpose Municipal Service Taxing Unit <br />of 1.5093 mills for fiscal year 1991/92. <br />15 <br />Bou f'A-k <br />
