G I FFORD_STREET-LIGHTING DISTRICT <br />Administrator Chandler reminded the Board that a Mr. Fink <br />raised a question regarding the assessment for this District at <br />the last Budget hearing. Mr. Fink is not here tonight, but the <br />Administrator wished to respond to Mr. Fink's question that he is <br />being assessed consistent with the policy and everyone else <br />within that District. <br />The Chairman asked if anyone wished to be heard regarding <br />the Gifford Street Lighting District. There were none, and he <br />thereupon closed the public hearing. <br />Commissioner Scurlock asked if we were to add to the budget <br />one light for Mr. Fink, when do we do that; does it have to wait <br />another year; or can't we just modify the budget tonight? <br />Director Davis felt the Board can, but noted that on a <br />policy basis, staff's feeling is that when people want lights <br />added or subtracted, that can be brought to the Board at one time <br />during the year instead of repeatedly, but Commissioner Scurlock <br />asked if this isn't the time. <br />Administrator Chandler explained the policy usually <br />followed, noting that the one light being discussed would in- <br />crease the budget by a certain number of dollars and then there <br />is the question of does that change the rates. <br />Commissioner Scurlock believed if we add one light, we could <br />take it out of contingency. <br />After some further discussion, OMB Director Baird advised <br />that he felt we can absorb one light without substantially <br />affecting the proposed budget. <br />Commissioner Scurlock noted that he would like to do that <br />rather than have Mr. Fink wait another year. <br />ON MOTION by Commissioner Scurlock, SECONDED by Com- <br />missioner Wheeler, the Board unanimously agreed to add <br />one light within the Gifford Street Lighting District as <br />discussed above. <br />The Chairman determined that no one wished to be heard <br />regarding any of the remaining Streetlighting Districts, and <br />thereupon closed the public hearings on all of the Streetlighting <br />Districts. <br />53 <br />SEP 111091 0(9K � � p- <br />
