two years ago, he has not seen a grader on 79th Street. He felt <br />this area was an orphan of the County and of Fellsmere, and <br />implored the Board to do something so that their children can get <br />to school safely and people can get to work. Furthermore, he has <br />received notices from the Post Office at times saying that they <br />refuse to go down that road to deliver the mail. <br />Commissioner Wheeler felt there is justification in <br />expanding the grader route, and while Commissioner Scurlock <br />agreed, he felt we have to realize that with dirt roads there <br />always will be times when consistent maintenance is a problem. <br />He believed we should approach the problem in this area by trying <br />to acquire right-of-way, identifying an on-going program to <br />improve the road, and making sure that the grader.route is a <br />reasonable one in terms of frequency. Beyond that, however, <br />paving a one -mile stretch of roadway would be very expensive to <br />the people who would benefit by it and be included in the special <br />assessment district. <br />Director Davis explained that the County currently grades <br />103rd Avenue from CR -512 south to 81st Street. We do not grade <br />south of 81st Street down to Berry Groves. There are some homes <br />in that area, but it is not a large concentration of homes <br />because many people down there are on 20 acres. <br />Commissioner Scurlock felt the County has the responsibility <br />to do something in a reasonable way to provide access for that <br />entire length and provide a core system system like we did for <br />Vero Lake Estates since this area will never have high densities. <br />According to Mrs. Boisvert, all the 5 -acre tracts are gone and <br />only 20 -acre lots are available. <br />Mr. Tillman explained that the drainage district has 40 -ft. <br />wide ri-ghts-of-way that run east and west every quarter of a <br />mile. Historically, in order to save the cost of each homeowner <br />having to put a culvert across the district's system, whoever <br />developed first built the road all the way back to their <br />property, so sometimes the road is on the south side as -in the <br />case of Ditch 18 where the road is entirely on private property. <br />Those owners could, at some time, deny access to the road, but <br />the road is currently on the grader route. A majority of these <br />roadways are going to be somewhat on private property. If the <br />people want to request the County to enlarge the grader route, <br />the District would be receptive to that as to the degree of <br />whatever right-of-way we have left over. <br />Commissioner Wheeler cautioned again that the cost would be <br />very substantial to set up a taxing district to improve the roads <br />in that area because of the large lots and low densities. <br />17 <br />SEP 17��� J <br />
