PIN 7�� <br />DIRECTOR OF UTILITY S RVICES <br />PREPARED WILLIAM F. <br />AND STAFFED CAPITAL PRO E_ ENGINEER <br />BY: DEPARTMENT O UTILITY SERVICES <br />SUBJECT: DEVELOPER'S AGREEMENT BETWEEN RIVER BOAT CLUB <br />(CORPORATE LIFE INSURANCE COMPANY), PELICAN <br />SHOPPES-(RIVERSIDE VILLAGE CONDOMINIUM ASSOCIATION, <br />INC.), AND INDIAN RIVER COUNTY <br />INDIAN RIVER COUNTY PROJECT NOS. DS/ED-399 AND <br />CCS -392 - <br />BACKGROUND <br />We are proposing to construct a regional lift station, preliminarily <br />to be shared by the River Boat Club and Pelican Shoppes on north <br />U.S. 1. Originally both projects were designed to have separate <br />lift stations for each project. (See attached map for project <br />location.) In lieu of separate lift station construction, a <br />regional lift station will be constructed -to accommodate both <br />projects and future growth in the area (see attached agreement). <br />ANALYSIS <br />The Utilities Department proposes to contribute $17,160.00 in aid <br />for construction of the gravity line, which will interconnect the <br />two projects (see attachment - Exhibit C). This gravity <br />interconnect will allow us to serve 53rd Avenue, 52nd Court, and <br />93rd Avenue to the east by gravity; and by eliminating one of the <br />proposed lift stations, our annual maintenance costs will be cut. <br />We are proposing this joint venture not only"to eliminate one of the <br />originally -proposed lift stations, but to create a subregional lift <br />station to serve the immediate surrounding area. The developer of <br />the River Boat Club will escrow $32,000.00 for aid in construction <br />of the regional lift station,. while Pelican Shoppes Will pay all - <br />costs over that amount and physically construct the lift station and <br />associated force main. Please see the attached is a copy of the <br />Developer's Agreement and all associated exhibits for project _ <br />details. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners execute the attached Developer's <br />Agreement and authorize that construction proceed. <br />28 <br />SEP 17 1`91 <br />
