SEP 2 4 10 BOOK 84 FnE X09 <br />DISCUSS REDISTRICTING <br />Supervisor of Elections Ann Robinson came before the.Board <br />to go over the following three recommendations: <br />September 17, 1991 <br />TO: HON. DICK BIRD, CHAIRMAN, BCC <br />FROM: ANN ROBINSON, SUPERVISOR OF ELECTIONS <br />RE: ITEM FOR BCC AGENDA OF SEPTEMBER 24, 1991 <br />Indian River County has received the block census figures thanks <br />to the persistance of Sasan Rohani, Chief of -Long -Range Planning, <br />so it's time to proceed with redistricting. His memos to me are <br />attached. Our suggestions are as follows: <br />1. Move Precincts 40 and 45 from County Commission District 4, <br />put them into District 2, combine and rename them Precinct 27, <br />move the polling place to the Youth Center, 142719th Street. <br />(The only reason Precinct 40 was divided into 40 and 45 after <br />the 1980 census.and reapportionment was due to the Florida <br />Legislature's dividing Precinct 40 into two congressional <br />districts; it is unlikely that any new split would be the same.) <br />2. Redraw the boundary between Precincts 23 and 25 so that the new <br />Precinct 23 would be expanded westward to 58th Avenue and north- <br />ward to the north relief canal. This suggestion is made in <br />response to the petitions filed in the elections office by <br />Victor Hart, President, NAACP, from residents of Lincoln Estates <br />Subdivision, King Highland Subdivision, and Highridge Mobile <br />Home Park. It will make it more convenient for those residents <br />to vote at Gifford Middle Seven. (Copies of those petitions <br />are in the commission office.) <br />3. Discuss moving that part of Precinct 13 which is on the barrier <br />island into Precinct 26. The existing Precinct 13 stretches <br />from I-95 to the Atlantic Ocean. (A precinct map is•with this.) <br />When you redistricted in 1985, the deviation in population among the <br />districts was ±12%. The above suggestions will cause a deviation of <br />±90. <br />Chairman Bird asked if anyone had any problems with the <br />suggested boundaries, and Commissioner Scurlock believed the key <br />is to have Planning staff do the demographics, have the Super- <br />visor of Elections check them out, and not have politics enter <br />into it in any way. <br />Commissioner Eggert was very much in favor of having <br />Precinct 13 stop at the west side of the Indian River rather than <br />stretch over to the Barrier Island. She believed this makes it <br />much more convenient for everyone. <br />Mrs. Robinson informed the Board that she has been advised <br />by Mr. Polverari that the Town of Orchid voted in favor of the <br />recommended change which would put the Town into Precinct 26. <br />18 <br />
