WISEMEN, P.E.o ,vJ <br />ENVIRONMENTAL ENGINEER Vv" <br />DEPARTMENT OF UTILITY SERVICES <br />SUBJECT: DEEP WELL EFFLUENT DISPOSAL SYSTEM <br />ENGINEERING AGREEMENT AND WORK AUTHORIZATION NO. 1 <br />IRC PROJECT NO. US -91 -01 -ED <br />BACKGROUND: <br />On May 7, 1991, the Board of County Commissionersauthorized the <br />Department of Utility Services to conduct negotiations and to <br />proceed with an agreement with the first choice firm (CH2M Hill), <br />based upon the outcome of the negotiations, or proceed with <br />negotiations with the second, then the third, firm if negotiations <br />failed (see attachment). <br />ANALYSIS: <br />Negotiations with CH2M Hill Southeast, Inc., for the subject <br />services are concluded. The agreement, with its first work <br />authorization consisting of Tasks 1 through 41 was submitted to the <br />County for approval. <br />Task 1 - Preliminary design technical memorandum <br />Task2 - Design and permitting -of deep injection well effluent <br />disposal system <br />Task 3 - Services during construction and resident observation of <br />the deep injection well and monitor wells <br />Task 4 - Preparation of engineering report,*operations, and <br />maintenance manual, and operating permit application for <br />the deep injection well system <br />See attached work authorization for details of each task. <br />The preliminary estimation of the construction cost is <br />$3,100,000.00. This estimation is based on the cost to construct a <br />24" inside diameter, Municipal Class 1, deep injection well effluent <br />disposal system. Upgrading to Industrial Class I deep injection <br />well disposal system to accommodate greater leachate flow and other <br />flows, such as brine discharge, will cost an additional <br />$1,500,000.00. It can be performed at a later date, when its <br />necessity is justified. <br />66 <br />
