SEP 2 4 1991 <br />� r <br />BOOK <br />Commissioner Scurlock asked if the pipeline route analysis <br />is to be'removed, and Director Pinto said that it is not. Com- <br />missioner Scurlock mainly wanted to be sure the Work Authoriza- <br />tion is not to be considered a go on the Hercules analysis. <br />Director Pinto pointed out that one of the basic things we <br />want to look at with Hercules is whether there is a possibility <br />to eliminate that well and take it out of service at some point. <br />Chairman Bird asked if we have looked at the possible use of <br />their well on a joint basis, and Director Pinto noted that <br />Hercules has their own capacity limitations and he really felt, <br />from our preliminary talks, that they may well need expanded use <br />for themselves. <br />Commissioner Scurlock further explained that the well in <br />question is a small well; it was 12" and they had to line it, and <br />they are down to 611. <br />MOTION WAS MADE'by Commissioner Scurlock, SECONDED by <br />COMMISSIONER Eggert, to proceed with staff's recommenda- <br />ti.on to approve the agreement with the modifications <br />suggested by the County Attorney to eliminate the one <br />provision re Limitation of Liability and change the <br />other provision re Legal Action to track the statutes; <br />to approve the Work Authorization; and that we proceed <br />with an industrial well at this time. <br />Commissioner Bowman had questions about diameter and <br />capacity, and Director Pinto advised that you are very limited as <br />to what you can put down these wells. He further noted that the <br />master plan shows additional municipal wells, but he was not sure <br />we will ever want to build them. <br />Commissioner Bowman stated that although she is philosophic- <br />ally opposed to deep well injection, she will vote for this since <br />she understands there is an urgency. She hoped, however, the <br />County eventually will consider buying or creating marsh land. <br />Director Pinto noted that we are looking very closely at <br />wetlands and marshlands and will be coming back with further <br />ideas. <br />THE CHAIRMAN CALLED FOR THE QUESTION. <br />It was voted on and carried unanimously. <br />SAID AGREEMENT AND WORK AUTHORIZATION WILL BE MADE A PART OF THE <br />MINUTES WHEN FULLY EXECUTED AND RECEIVED. <br />(AGREEMENT AND WORK AUTHORIZATION NOW RECEIVED AND ON FILE IN THE <br />OFFICE OF CLERK TO THE BOARD) <br />70 <br />
