McCoy, AICP <br />Senior Planner, Current Development <br />DATE: October 8, 1991 <br />SUBJECT: Rencorp's Request for PRD Approval Extension for the <br />Coquina PRD <br />.It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of October 15, 1991. _ <br />,DESCRIPTION AND CONDITIONS: <br />On July 12, 1990 the Planning and Zoning Commission granted <br />preliminary PRD plan approval to construct 64 units as phase I of <br />the Coquina development. The subject property is "located <br />immediately south of Sea Oaks and stretches from the Atlantic Ocean <br />rto the Indian River. Approval was given subject to approval of the <br />�Rspecial exception and conceptual plan by the Board of County <br />`'Commissioners. The Board of County Commissioners subsequently <br />:granted special exception and conceptual PRD plan approval on <br />'August 21, 1990. Therefore, the effective date of preliminary PRD <br />rplan approval is August 21, 1991; the approval will be.deemed to <br />have expired on August 21, 1991, unless the Board grants an <br />;extension. By granting the preliminary PRD plan extension, the <br />;.conceptual plan approval would also be extended. <br />The developer has requested that the preliminary PRD approval be <br />extended. Due to financial constraints, the developer has been <br />unable to commence construction. This project was reviewed under <br />the old land development regulations (LDRs) and the present <br />comprehensive plan requirements. Preliminary PRD plan extensions <br />are treated as site plans for the purpose of reviewing and granting <br />the extension. The applicant is requesting the full one year <br />extension. Pursuant to Section 23.2(g)(2) of the old LDRs, a <br />request for preliminary PRD plan extension was submitted prior to <br />the expiration date of the approved preliminary PRD plan. As <br />provided for in the old LDRs, the Board of County Commissioners may <br />'act upon this request. <br />ANALYSIS: <br />Although this application was reviewed under the old LDRs, the <br />requirements of the adopted comprehensive plan were applied. The <br />only substantive County regulation changes which would affect this <br />project are the concurrency requirements. As of September 1, 1991 <br />this application lost any concurrency vesting that the project had <br />18 <br />
