OCT 5 J991 �ooK ,� f}9 E b4' <br />ALTERNATIVES AND ANALYSIS <br />Upon receiving the initial request for road closure, Traffic <br />Engineering and Sheriff Department staff considered <br />maintaining one lane of traffic during the event. <br />This alternative was discarded because of the great range -- <br />of ages of the participants and the fact that all <br />participants will be required to run both eastbound and <br />westbound on the section of roadway involved. <br />RECOMMENDATIONS AND FUNDING <br />'Given 1. the benefits which will accrue to the general public <br />from this Environmental Learning Center event, the very <br />limited time period involved, and the minimal inconvenience <br />oto .,,the., general motoring public, staff recommends that the <br />segment of CR510. from` Live Oak Drive, easterly to <br />SRAlA be closed from the <br />,,approximately 100 -yards west of <br />.:8:00 AM - to 9:00 AM. along with a closure of Live Oak Drive <br />from the Environmental Learning Center northerly to CR510, <br />°from 7:30 AM to 9:00 AM. <br />Chairman Bird explained that he requested this item to be <br />removed from the Consent Agenda because he is concerned about <br />closing the roadway across the river when the alternative bridges <br />are so far away. He hoped there would be some way to keep one <br />lane open for traffic. <br />Public Works Director Jim Davis felt the impact is lessened <br />because the run is scheduled for early Saturday morning and <br />probably will not last even an hour; probably more like 30 to 45 <br />minutes. There is a steep crown to the bridge with a short <br />horizontal sight distance, and we did not want motorists not <br />being able to see the runners who will be participating in the <br />event. The runners will start at the site of the Environmental <br />Learning Center and go across the bridge and return, which would <br />make it very difficult to keep one lane open for vehicle traffic. <br />Mr. Davis felt the slight inconvenience to motorists is <br />outweighed by the safety factor for the runners. <br />Considering all the factors involved, Commissioner Wheeler <br />felt the temporary closing of the roadway was the proper thing to <br />do. <br />ON MOTION by Commissioner Wheeler, SECONDED by <br />Commissioner Scurlock, the Board unanimously (4-0, <br />Commissioner Eggert being absent) authorized the <br />temporary closing of a segment of CR -510 and Live Oak <br />Drive as specified in the above staff recommendation. <br />28 <br />
