OCT 15 Mcil 6"A <br />"stationing" as found on page 10, paragraph B(1). <br />Director Davis explained that "stationing" is an engineering <br />term for a 100 -foot interval and is used as a reference for <br />indicating a particular location. It is a term that engineers and <br />surveyors use frequently. <br />Community Development Director Keating emphasized we are <br />approaching the citation ordinance very carefully because, if a <br />respondent contests a citation, it would be in a court situation <br />and we want tight rules and. internal procedures. Once we go <br />through the long and cumbersome process of getting an order against <br />someone, if there is a subsequent violation, then that person can <br />automatically be fined. It is called a continuing order and it is <br />provided for in state law. So we do have a lot of advantages and <br />we are still working on the citation ordinance. <br />Commissioner Wheeler felt the citation ordinance will <br />streamline the system with the minor, irritating violations, <br />particularly with illegal parking and so forth. <br />Community Development Director Keating thought illegal parking <br />would be one of the citation -related violations whereas others, <br />like junk, trash, debris, would .be less inclined to be handled <br />through a citation ordinance. <br />Commissioner Wheeler wanted to see the process move along and <br />have the ordinance become effective rapidly. <br />The Chairman opened the public hearing and asked if anyone <br />wished to be heard in this matter. <br />Fred Mensing from Roseland came before the Board and <br />questioned the $10,000 bond requirement for truck traffic when the <br />State already issues permits. He felt it could cause great <br />inconvenience for truckers. <br />Public Works Director Davis explained that the state permits <br />cover the state roadways, not the county rights-of-way, and the <br />bond is necessary to cover potential damage caused by oversize, <br />overdimension vehicles. <br />Mr. Mensing stated that a driver coming down from somewhere <br />like Georgia has a permit to get to I-95 and CR512; the County is <br />going to have to put into place some mechanism to, in a timely <br />fashion, get a permit for that driver. <br />Chairman Bird assured Mr. Mensing that we will work out the <br />mechanics to expedite the process. <br />Mr. Mensing's next question concerned prohibited activities <br />and directed the Board's attention to paragraph 1(e) on page 6, <br />which reads, "provide for the direct connection of any fluid <br />discharge from a swimming pool," and 1(j) on page 7 which reads, <br />"install any water well or septic system within the County right - <br />34 <br />
