PINTO <br />DIRECTOR OF UTILITY SERVICES <br />PREPARED WILLIAM FQ;AINAND STAFFED CAPITAL PTS ENGINEER <br />BY: DEPARTMENT RVICES <br />SUBJECT: PURCHASE OF PROPERTY CONTIGUOUS TO THE SOUTH COUNTY <br />R.O. FACILITY AND THE PROPOSED SOUTH COUNTY WWTP <br />BACKGROUND <br />With the expansion of the South County well field at the South <br />County R.O. Facility and proposed construction of a South County <br />Wastewater Treatment Plant at that site, there is a need for <br />additional land at this site. (See attached letters of <br />recommendation from CDM and PBS&J.) The property we are proposing <br />to purchase is on the east boundary of the existing water treatment <br />plant on Oslo Road. The property is a ten -acre tract that runs <br />between Oslo Road and the right-of-way of a proposed section of 7th <br />Street SW, contiguous to the existing site. The ten -acre tract is <br />split into two types of zoning --the front one half is zoned heavy <br />commercial,.and the back one half is zoned residential (see attached <br />location map). <br />ANALYSIS <br />We have considered many viable reasons for expanding the South <br />County projects site. They are as follows: <br />1. The additional ten acres will allow a greater buffer from <br />residential development proposed on 7th Street, SW (the north <br />end of the proposed site purchase) from both the existing water <br />plant and the proposed wastewater plant. This additional <br />buffering will help with future odor control and in meeting <br />ever-increasing planning and zoning setbacks, etc. <br />2. The purchase of the additional ten acres will also eliminate <br />the possible necessity of mitigating any possible effect of the <br />ultimately proposed future pumping rate at the South County <br />well field. This problem has also been brought up (i.e., <br />possible need for mitigation) by the St. John's River Water <br />Management District during our current Consumptive Use Permit, <br />(CUP) modification application. <br />3. With regard to the proposed South County WWTP, as well -as the <br />previously mentioned buffering effect, the land purchase will <br />allow for future construction of effluent storage tanks at this <br />site. <br />In summary, we feel the purchase of the aforementioned ten -acre <br />tract of land will be of great long-term advantage to the County. <br />The appraisal of the property that was reviewed (dated January 4, <br />1990) by Armfield & Wagner indicates that an average price of <br />± $33,000.00 per acre, or a total of $330,000.00, would be equitable <br />(see the attached summary and conclusion sheet from that report). <br />The Utilities Department would like to proceed with the negotiation <br />and purchase of the aforementioned property. <br />RECOMMENDATION <br />The staff of the Department of Utility <br />.Board of County Commissioners authorize <br />negotiate with the' current property <br />.above -listed property. <br />56 <br />Services recommends that the <br />the Utilities Department to <br />owner for purchase of the <br />
