E. <br />AND STAFFED EtVIRONMENTAL ENGINEER <br />BY: DEPARTMENT OF UTILITY SERVICES <br />SUBJECT: REUSE SERVICE AREA ORDINANCE (RULE 17-610, F.A.C. <br />ADOPTION) <br />INDIAN RIVER COUNTY PROJECT NO. US -91 -29 -ED <br />BACKGROUND <br />On August 29, 1991, Indian River County received a permit for the <br />Sea Oaks wastewater Treatment Plant reuse service area. This permit <br />allows the County to construct a reuse water distribution system, <br />including distribution lines for the Town of Orchid and Windsor <br />Development. One specific condition (No. 18) of the permit (see <br />attached) requires the Department of Utility Services to establish a <br />Reuse Ordinance within 90 days of the permit issuance. The Reuse <br />Ordinance will establish the procedures for user controls and <br />construction practices as required in Rule 17-610, Florida <br />Administrative Code (F.A.C.). <br />ANALYSIS <br />On January 15, 1991, McQueen and Associates, Inc., was authorized to <br />assist the County in obtaining the Reuse Service Area Permit, as a. <br />part of the requirement for expansion of the Sea Oaks Wastewater <br />Treatment Plant (see attached agenda item and letter). The <br />Department of Environmental Regulation expressed its concern about <br />the possibility of cross connection of the reuse system to the <br />public potable water in Rule 17-610, F.A.C. It assigns the <br />responsibility of cross connection control solely to the Public <br />Utility entity. Attached with this agenda is the proposed agreement <br />with McQueen and Associates, Inc., to prepare the Reuse Water <br />Ordinance. The reuse water ordinance shall be accepted County -wide <br />for this purpose. The proposed upset limit for the engineering <br />services is $4,000.00. <br />RECOMMENDATION <br />The Department recommends that the Board of County Commissioners <br />approve this proposal and authorize the Chairman to execute the <br />agreement with McQueen and Associates, Inc. Funding for this <br />engineering service will be provided from the wastewater impact fee <br />account. <br />Director Pinto cautioned the Board that a reuse plant has a <br />cradle -to -grave responsibility for production and distribution of <br />reuse water, to see that it is used safely and in ways that meet <br />all requirements of the law. <br />62 <br />
