ISSUANCE OF A COUNTY DRIVEWAY CONNECTION PERMIT TO CR-512W_ES_T__O_F <br />FEC RAILROAD - SANDWICH SHOP/PUB IN SEBASTIAN <br />The Board reviewed the following memo dated 10/14/91: <br />TO: James E. Chandler, <br />County Administrator <br />FROM: James W. Davis, P.E. <br />Public Works Director <br />SUBJECT: Issuance of a County Driveway Connection Permit <br />to CR 512 West of F.E.C.R.R. <br />DATE: October 14, 1991 <br />DESCRIPTION AND CONDITIONS - <br />The City of Sebastian Planning and Zoning Commission <br />recently approved a site plan for a proposed Sandwich Shop <br />and Pub to be located along the south side of CR 512 east of <br />the location where the existing road right-of-way and Gulf <br />and Western Railroad right-of-way diverge. Prior to the <br />City's approval, the County Public Works Department staff <br />informed the City that since the City no longer supports the <br />CR 512 Twin Pairs Project, it may be necessary to acquire <br />additional right-of-way along this project's frontage to <br />widen the existing roadway to four lanes. It was determined <br />that additional right-of-way acquisition along the project's <br />frontage would greatly reduce the size of the small site and <br />the Sandwich Shop/Pub could not fit on the site. The City <br />proceeded to approve the project._ <br />At this time, the developer ...is requesting a right-of-way <br />connection permit from the County to connect a driveway to <br />CR 512 from the site. <br />ALTERNATIVES AND ANALYSIS <br />The alternatives are as follows: <br />0 CT 2 2 1991 <br />Alternative No. 1 <br />If the CR 512 Twin Pairs Project does not proceed, the <br />most probable alternative is to widen the existing <br />road. A Joint City/County Meeting to discuss this <br />issue is scheduled for November 26, 1991. At the <br />current time, the County has a 66' wide right-of-way <br />fronting the 0.38 -acre site. A minimum right-of-way <br />width of 130' is recommended for the four lane design, <br />and 200' is desirable for an ultimate six lane roadway. <br />If the majority of additional right-of-way is acquired <br />along -the north side of CR 512, the impact of this <br />project can be reduced, however, it is possible that <br />some needed right-of-way will be required along the <br />projects frontage- Complete design of the project is <br />required to make this determination. Alternative No. 1 <br />is to approve the driveway connection permit and <br />request the City of Sebastian to refrain from approving <br />development along the north side of CR 512 from US -1 to <br />a point approximately 3000' west of US 1 until the CR <br />512 widening plan is finalized. This alternative may <br />result in the County having to purchase a portion of <br />the site and incurring severance damages due to the Sub <br />Shop/Pub facilities being within needed :right-of-way <br />limits. <br />57 <br />PooK PAGE ��i. <br />
