spent as liaison to the County for the Property Owners Association <br />of Rockridge and announced she will not be in that position next <br />year because they have a new president. She thanked the Board and <br />said the Board knows she has always worked to improve things for <br />Rockridge. <br />Patricia Powers, 212 14th Place, handed the Board copies of a <br />letter she had received from a realtor who had sold her house to <br />her, in which he stated that property values have been ruined. She <br />also handed them a copy of an estimate done by Rock City Nursery <br />for replacement of vegetation which had been sent to Mr. Schlitt <br />and which, to this point, had been ignored by Mr. Schlitt. <br />Bill Nelson, 230 14th Street, came before the Board as a <br />concerned citizen and witness to what happened to these people on <br />the canal. He mentioned several individuals from the County who <br />saw the many mangroves and oak trees on Mr. Schlitt's property. He <br />contended that Mr. Schlitt knew he could not get a permit to clear <br />that land and just raked the land with the expectation that all he <br />would have to do is plant a few mangroves and get a slap on the <br />wrist. He said the Commissioners all had heart for Rockridge <br />before, and believed they will do everything possible to replace <br />not only the mangroves but also bring that land back up to where it <br />was before. <br />Commissioner Eggert wanted clarification on what we can do in <br />terms of a buffer replacement. <br />Community Development Director Keating responded that as far <br />as the after -the -fact land clearing permit we can definitely put <br />conditions on that. We will monitor adherence to his Army Corps - <br />plan to make sure the mangroves and spartina and other wetland <br />vegetation are being put in. Most of the buffer is on the property <br />within City jurisdiction. We do coordinate with city staff and the <br />city staff is diligent in their landscaping and buffer <br />requirements. Buffering, however, is usually put in to buffer <br />development and the buffer is not warranted until development <br />occurs. <br />Commissioner Eggert pointed out that there is nothing we can <br />do but depend on good will; but we can make note to the City that <br />we feel heavy buffering should be put in. <br />Director Keating concurred and said staff would convey that to <br />both the applicant and the City. <br />Commissioner Bowman pointed out it will not happen until he <br />develops and he is not planning to develop until 1992, so these <br />people will suffer all that time. <br />43 <br />Nov 0 5 1991 <br />
