NOV 121991 <br />A similar methodology was used to project PM entering trips. <br />Instead of the 9.5% factor used for exiting trips, however, an 8.3% <br />factor was used to estimate PM peak hour entering trips. Using the <br />same methodology referenced above, the entering trips were then <br />assigned to segments on the network. _ <br />The result of this analysis was two sets of project peak hour <br />volumes for each segment on the network. One set of volumes <br />represents trips going to the site, while the other represents <br />trips traveling from the site. These constitute the peak hour <br />volumes for each direction for each segment. The capacity analysis <br />for each segment was then done by taking the projected project <br />trips for the segment's peak direction and assessing whether or not <br />this volume was less than the segment's available.capacity. <br />Capacities for all roadway segments in Indian River County are <br />calculated and updated annually, utilizing the latest and best <br />available peak season traffic characteristics and applying Appendix <br />I methodology as set forth in the Florida Department of <br />Transportation (FDOT) Level of Service (LOS) Manual. Available <br />capacity is the total capacity less existing and committed traffic <br />volumes; this is updated daily based upon vesting associated wit,` <br />project approvals. <br />Based upon staff analysis, it was determined that while the other <br />impacted roadways serving the project can accommodate the <br />additional trips without decreasing the existing level of service, <br />37th Street does not have sufficient capacity to accommodate the <br />new trips generated by the proposed land use amendment. Impacted <br />roadways are defined in the County's Land Development Regulations <br />as roadway segments which receive five percent (5%) or more daily, <br />project traffic or fifty (50) or more daily project trips, <br />whichever is less. <br />To address the project's impact on 37th Street, the applicant has <br />entered into a developer's agreement with the county which states <br />that the applicant will widen 37th Street to provide the additional <br />capacity necessary for the roadway prior to development occurring <br />on-site. With this condition, the transportation concurrency test <br />has been met for the subject request. <br />The table below identifies each of the impacted roadway segments <br />associated with this proposed amendment.
