.DESCRIPTION -AND CONDITIONS <br />This is a request to amend the Comprehensive Plan and rezone <br />property. At this time, the Board of County Commissioners will <br />A <br />consider only the proposed land use amendment, specifically whether <br />to transmit the proposed land use amendment to the Department of <br />C <br />ommunity Affairs (DCA). The proposed rezoning will be considered <br />t,6at the final public hearing and only if the land use amendment is <br />,.,approved. <br />r The subject property is located on 58th Avenue, between 4th Street <br />nd <br />a 1st Street, and is presently owned by David and Princess <br />Feldman. The land consists of ±40 acres. <br />T land use designation for ±40 <br />he request involves changing the <br />acres from AG -1, Agriculture (up to 1 unit per 5 acres) to Rural <br />4. Residential (up to I unit per acre), rezoning ±40 acres from RFD, <br />Rural Fringe District (up to 1 unit per 2.5 acres) to RS -1, Single <br />Family Residential District (up to 1 unit per acre), and extending <br />the urban service area west of 58th Avenue to the subject <br />property's west boundary. The applicants intend to develop the <br />property with residential uses. <br />::,._...On September 26, 1991, the Planning and Zoning Commission acting as <br />1.',.the Local Planning Agency voted 4-2 to recommend that the Board -of <br />County Commissioners approve transmittal of the proposed land use <br />amendment request to the DCA. <br />Existing Land Use Pattern <br />The subject mv-*- is own n niaf-V-4r.4- I" tooneV V X I 1J e <br />unit per 2.5 acres), and consists of vacant undeveloped land. <br />Property to the west of the subject property is zoned A-1, <br />Agriculture District, and contains single family lots, most of <br />which are t5 acres or larger. Properties to the south and north <br />are zoned RFD, Rural Fringe District, and contain t2.5 acre single <br />family lots. This RFD zoning is not consistent with the <br />comprehensive plan's designation of the property as AG -1 (up to 1 <br />unit/5 acres), and this RFD zoning will be changed to A-1 (up to 1 <br />_--unit/5 acres) with the upcoming administrative rezonings. To the <br />east lies 58th Avenue and vacant land zoned A-1, Agriculture <br />District. <br />Future Land Use Pattern <br />The subject property is designated AG -1, Agriculture (up to 1" unit <br />per 5 acres), on the county's Future Land Use Map. Surrounding <br />properties to the north, south, and west also share the AG -1 <br />designation. Properties to the east across 58th Avenue are <br />designated L-1, Low Density Residential, which permits development <br />of up to three units to the acre. <br />Urban Service Area and Residential Allocation Ratio <br />4 The county's agriculturally designated areas, such as the subject <br />property, are located outside of the urban service area. The <br />purpose of the -urban service area is to promote infill development, <br />prevent urban sprawl, and provide for the efficient and economical <br />extension of services needed for urban scale development. Managing <br />growth involves the efficient provision of public services and <br />infrastructure and the creation of well-planned communities. The <br />county's urban service area designation is a tool to manage growth <br />and encourage efficiency in locating infrastructure. <br />63 <br />'A <br />
