L] <br />NOV 19 <br />BOOK P,9;E <br />volume was less than the segment's available capacity. <br />Capacities for all roadway segments in Indian river County are <br />calculated and updated annually, utilizing the latest and best <br />available peak season traffic characteristics and applying Appendix <br />I methodology as set forth in the 'Florida Department of <br />Transportation (FDOT) Level of Service (LOS) Manual. Available <br />capacity is the total capacity less existing and committed traffic <br />volumes; this is updated daily based upon vesting associated with <br />Project approvals. <br />The traffic capacity for the'segment of U.S. #1 adjacent to this <br />site is 2,300 trips (peak hdur/peak season/peak direction) at a <br />Level of Service "D", while thle existing peak hour/peak season/peak <br />direction traffic volume on this segment of U.S. #1 is 900 trips <br />(peak hour/peak season/peak direction). The additional 100 peak <br />hour/peak direction/peak season trips created by the proposed <br />comprehensive plan amendment will increase the total peak hour/peak <br />season/peak direction trips for this segment of U.S. #1 to <br />approximately 1000.peak hour/peak season/peak direction trips. <br />In the vicinity of the project, Roseland Road has a capacity of <br />approximately 630 peak hour/peak season/peak direction trips at a <br />level of service "C". This segment of Roseland Road has an <br />existing traffic volume of 345! peak hour/peak season/peak direction <br />trips. The proposed developjment will result in an increase of <br />approximately 71 new peak hour/peak season/peak direction trips on <br />Roseland Road. <br />Based on staff analysis, it was determined that U.S. #1, Roseland <br />Road and all other impacted roads can accommodate the additional <br />trips without decreasing their existing levels of service. <br />Impacted roads are defined in the county's Land Development <br />Regulations as roadway segments which receive five percent (5%) or <br />more daily project traffic or fifty (50) or more daily project <br />trips, whichever is less. <br />The table below identifies each of the impacted roadway segments <br />associated with this proposed amendment.
