Keaatin AI <br />THRU: Stan Boling-AICP <br />Planning Director <br />FROM: Sasan Rohani 5•Q• <br />Chief, Long -Range Planning <br />DATE: November 12, 1991 <br />RE: PROGRESS REPORT ON THE DEVELOPMENT OF THE NEIGHBORHOOD <br />COMMERCIAL NODE LOCATED AT THE NORTHWEST CORNER OF S.R. <br />60 AND 74TH AVENUE <br />It is requested that the data 'herein presented be given formal <br />consideration by the Board of County Commissioners at their regular <br />meeting of November 19, 1991. _ <br />DESCRIPTION AND CONDITIONS <br />This is a progress report on Ilthe status of development of a <br />neighborhood commercial node. ;The subject property is owned by <br />Paul V. and Denise E. Minotty, and is located on the north side of <br />State Road 60 west of 74th Avenue (see attachment #1) . The <br />subject property consists of 13 acres, is designated as a <br />neighborhood commercial node overlaying an X-1 (Medium Residential <br />up to 8 units/acre) land use plan designation, and is zoned CN, <br />(Neighborhood Commercial District). <br />This report is provided to the Board of County Commissioners, <br />pursuant to the provisions of section 911.10(9)(b)2.e. of the <br />county's land development regulations (LDRs), so that the Board may <br />consider the node's development status and, if warranted, initiate <br />action to terminate node approval and authorize rezoning of the <br />property from CN (Neighborhood Commercial) to RM -8 (Residential, <br />Multi -family up to 8 units/acre)} Pursuant to LDR provisions, the <br />'current property owners have belen notified of the November 19th <br />meeting and the authority of the 'Board to re-designate.the subject <br />property at the meeting. <br />Progress Report and Board Consideration :- <br />The purpose of a neighborhood commercial -node progress report, as <br />stated in the county's LDRs, is to allow the Board the opportunity <br />to evaluate the need for and appropriateness of undeveloped land <br />;that has been- designated for neighborhood commercial use. The <br />neighborhood commercial node overlay designation and corresponding <br />!CN zoning are applied, maintained, and evaluated in a manner <br />;different from other land use designations and zoning districts. <br />Unlike all other commercial zoning districts, *CN zoning may be <br />granted on -property located outs de of commercial/ industrial nodes <br />shown on the land use plan. Trus, the CN node designation and <br />zoning may be -approved on properties having non-commercial and non- <br />industrial land use designations,; such as properties designated as <br />MD -1. Therefore, the neighborhood node and CN zoning approval can <br />be granted on agriculturally or residentially designated properties <br />without an amendment to the landiuse plan. <br />42' <br />
