Attorney Stewart explained Dr. and Mrs. Minotty did not <br />purchase the property from ACTS. There had been interim owners. <br />Chairman Bird saw a need for a medical center in that area <br />because of all the elderly people in the mobile home parks and <br />retirement communities, but could not see hanging on to this, zoning <br />with the thought that this may happen. On the other hand] if we <br />take it away now, it cannot requalify as a neighborhood commercial <br />node because it did not qualify in the first place. The choice <br />seems to be to leave it in place or rezone it to multiple amily. <br />Commissioner Scurlock commented that there is space im every <br />existing commercial node. <br />Commissioner Eggert recalled the original plan was to give <br />people an opportunity to walk to little shops. <br />Attorney Stewart agreed the original site plan was', for a <br />typical strip center. He understood the Commission's concern about <br />the proliferation of these nodes. Dr. Minotty is asking that if <br />the Board terminates this node as commercial, in the event he comes <br />back with a request to develop a professional office center, he <br />would like the staff and the Board to give it consideration. <br />Director Keating explained the options are to terminate the <br />zoning or to extend it for six months. If nothing happens in six <br />months, then termination would proceed. <br />Commissioner Eggert clarified, and Director Keating agreed, <br />nothing has happened for two years and this is a request; for a <br />rezoning public hearing. <br />Scott Meyers, 781 Doctor Avenue, Sebastian, representing Brian <br />Williams, the Administrator of Indian River Estates, requested the <br />Board leave the zoning as it is, neighborhood commercial. He said <br />Indian River Estates opposes rezoning this parcel to multiple <br />family residential. <br />It was determined that no one else wished to be heard and the <br />Chairman closed the public hearing. <br />ON MOTION by Commissioner Eggert, SECONDED byl <br />Commissioner Scurlock, the Board unanimously', <br />terminated the neighborhood node designation and <br />directed staff to initiate rezoning of the subject <br />property to its original zoning of RM -8, Multiple - <br />Family Residential. <br />The Chairman recessed the meeting briefly at 10:02 A.
