PINTO <br />DIRECTOR OF UTILITY SERVICES <br />PREPARED WILLIAM F McCAIN <br />AND STAFFED CAPITAL JECTS ENGINEER <br />BY: i DEPARTM OF UTILITY SERVICES <br />SUBJECT: SEPTAGE HANDLING FACILITY AT THE NORTH COUNTY <br />WASTEWATER TREATMENT PLANT (WWTP) <br />INDIAN RIVER COUNTY PROJECT NO. SE -92 -01 -DC <br />I <br />BACKGROUND <br />For the past several years, the Department of Utility Services has <br />been operating an interim septage handling facility at the Gifford <br />WWTP. The Regional Sludge/Septage and Grease Facility construction <br />contract was awarded on September 24, 1991 (see attached Agenda Item <br />and Minutes dated September 24, 1991) and is due to be under <br />construction in the next several months. The Regional Facility is <br />to be constructed at the Gifford WWTP site, requiring the existing <br />temporary facility to be removed. To this end, we are proposing to <br />construct another septage receiving facility at our North County <br />WWTP site for continued processing. This septage facility will be <br />in full operation for at least two years during the construction of <br />the Regional Facility and will serve in the future as a permanent <br />emergency septage dumping facility. Design of the receiving <br />facility at the North County WWTP has been completed in-house, and <br />we are now seeking the Board of ..County Commissioners' approval to <br />proceed with its construction. <br />ANALYSIS <br />An itemized list of expenditures relative to the proposed North <br />County septage receiving facility is as follows: <br />1: <br />Precast concrete holding/receiving tank with <br />$1,210.00 <br />O'Malley Precast (see attached proposal for <br />signature). Three quotes were received for <br />this structure and are attached (range of <br />$1,210.00 - $1,893.00). <br />2. <br />ABS Pumps and all miscellaneous installation <br />4,316.00 <br />materials (see attached ABS proposal for <br />signature). _ <br />3. <br />Excavation and compaction for tank installation <br />600.00 <br />(see attached proposal from Tri -County <br />Excavating for signature). <br />4. <br />Crane services for off-loading end setting of <br />400.00 <br />precast tank (not to exceed cost). <br />5. <br />Miscellaneous piping and electrical material - <br />1,500.00 <br />all installation is to be performed by staff <br />(not to exceed cost). <br />6. <br />Control panel for facility to be relocated <br />0 <br />from existing Temporary Sludge Facility. <br />7. <br />Soil compaction tests. <br />250.00 <br />TOTAL COST TO BE EXPENDED (labor not <br />$8,276.00 <br />included, will be performed by field <br />personnel) <br />61 <br />NOV 19 1991 <br />
