It was difficult to <br />determine whether a lefthand turn lane would be required under _ <br />our new LDRs, but the numbers do not come anywhere near that at <br />the present time. A lot depends on where the children are coming <br />from, and based on the traffic analysis on the present facility, <br />we went with the assumption that 70% of the trips would come from <br />the south and 30% from the north. If that continues, there <br />should be no real problem. We are looking at peak trips of 40 <br />with both Phases I and Il, which would occur at 7:00-8:00 a.m. <br />and 2:00-3:00 p.m. <br />Commissioner Scurlock was concerned about the children's <br />safety during the drop-o-ff and pickup times and matching that up <br />to events at Dodgertown and Holman Stadium. He was concerned <br />about mixing those two activities when there are other sites <br />available. It is a special exception, so we are supposed to <br />consider traffic and traditional traffic counts. <br />Mr. Dudeck advised that improvements due to begin soon at <br />the intersection of 43rd and 26th Street (Walker Ave.), include a <br />full traffic signal, which will help considerably to control <br />traffic during peak hours. One condition in looking at Phase II <br />development is whether or not that lefthand turn lane should go <br />in there to expedite traffic in the area and to avoid congestion. <br />Traffic has almost doubled out there since 1987, going from 4900 <br />trips to 6500 trips, and that is a concern we had with the mall <br />going in west of 58th because traffic would have been using <br />Wal.ker Avenue to access the mall from the backway. <br />Commissioner Scurlock emphasized that at some point <br />DeBartolo's property west of 58th Avenue will be used in some <br />sort of commercial activity which certainly will impact the <br />intersection at 43rd and 26th Street. <br />Commissioner Wheeler didn't know how fair it is to consider <br />the impact of traffic on 43rd Avenue from the property out west <br />when there isn't even anything on the drawing board yet. He <br />didn't feel that future impact should be considered over and <br />above what is being proposed for this property. <br />Commissioner Scurlock also had a problem with special <br />exceptions for schools, churches, etc., and wondered why we don't <br />zone upfront for these facilities because sometimes these <br />facilities are not compatible with the surrounding uses. His <br />point is that a special exception is just that - special, not <br />normal. His suggestion would be to designate neighborhood nodes <br />that would allow these type of activities. <br />Chairman Bird opened the Public Hearing, and asked if anyone <br />wished to be heard in this matter. <br />35 <br />Nov 261' 91 <br />
