Gil FACE <br />tj <br />MOTION WAS MADE by Commissioner Wheeler, SECONDED <br />by Commissioner Scurlock, that the Board approve <br />the street lighting for the four intersections, as <br />- set out in staff's recommendation. <br />Under discussion, Commissioner Wheeler reported that he has <br />received complaints recently about the poor lighting along Indian <br />River Boulevard in the unincorporated area of the county and <br />would like to see us address that problem. <br />Commissioner Bowman suggested some pavement guards for that <br />area also. <br />THE CHAIRMAN CALLED FOR THE QUESTION. Thompson, P.E.,--<1 <br />Capital Projects Manager <br />SUBJECT: Indian River Boulevard, Phase III <br />Change Order No. 5 <br />DATE: November 20, 1991 FILE: co5.agn <br />DESCRIPTION AND CONDITIONS <br />The Contractor for Indian River Boulevard, Sheltra & Son <br />Construction Co., has encountered cap rock while digging a <br />ditch that will run along the west side of the Boulevard <br />right-of-way between SR 60 and the Main Canal Bridge. <br />Sheltra & Son has also encountered unsuitable, organic <br />materials within the Boulevard right-of-way between the <br />North Bridge and ,the Main Canal Bridge. _ <br />Soil borings were taken during the design of.this project by <br />two different geotechnical firms. There was no indication <br />of rock in any of the soil borings and a unit price for rock <br />removal was not included in the bid proposal. The quantity <br />of unsuitable organic soils indicated by the soil borings <br />and included in the bid proposal is considerably less than <br />what is being found during construction. The contract <br />specifications call for the organic soils to be stock -piled <br />- for use at a later time as top soil in dressing the embank- <br />ment slopes. The original 13,188 cubic yards of sub -soil <br />excavation provided the Contractor with slightly more <br />material than what was needed for top soil. The additional <br />unsuitable material that is excavated must be loaded and <br />hauled to a disposal area within the project site. <br />48 <br />
