E OOK <br />4 F'H.GE <br />those present honor the commitments made regarding the western <br />part of the project. <br />Commissioner Wheeler believed that Councilman Oberbeck <br />proposed a scenario for not doing the western part and using some <br />of those funds for a solution to the problems on the east, but <br />Attorney Dill felt the Councilman just meant not to do the <br />western portion all the way to Roseland Road. <br />James Wadsworth next took the floor representing the <br />Sebastian Property Owners Association which has nearly 300 <br />members, and stated that he also is vice chairman of the <br />Sebastian Planning 8 Zoning Board, although he is not speaking <br />for them today. He advised that in 1988 and 1987 the Planning 8 <br />Zoning Board sent the City Council a resolution asking them not <br />to support the twin pairs. Mr. Wadsworth noted that none of the <br />present officials were on the City Council at that time. A <br />letter was sent to the county opposing the twin pairs, but he <br />then later heard the Council was going to support it, and the P&Z <br />again asked them to oppose the twin pairs, but he did not know <br />what action was taken, if any. Mr. Wadsworth continued that the <br />Highlands Property Owners had a meeting, and it was unanimous <br />that they did not want the twin pairs built. They realize cost <br />enters into it, but he believed Director Davis has said this is <br />only a temporary solution to our problems for 5/7 years, and a <br />longer solution is definitely needed. Mr. Wadsworth believed the <br />100' R/W is more than sufficient for two-lane traffic, and even <br />if it is half a million more to do the widening of the present <br />roadway, when we sell the property, he believed it will be close <br />to a break even situation and you will have a lot happier <br />taxpayers. He noted that you are talking about 2 traffic signals <br />within 900' of each other on U.S.I, and if a train goes through, <br />you will have traffic back up from one right to the other. <br />Mr. Wadsworth stated that this is the first public hearing <br />that has been publicized for the people to speak about this <br />issue. There is not a public hearing on record that was <br />advertised as such. He knows this has been going on for several <br />years, and he knows most of the people know about it, but the <br />business sector can't just shut down their businesses to go to <br />meetings, and he would like to have a public hearing at Sebastian <br />to get input from the people affected directly. Mr. Wadsworth <br />also stated there never have been any minutes of any of the <br />meetings that were held. <br />Chairman Bird wondered how these organizations made all <br />these decisions on this project if none of this material was <br />available to them, and Mr. Wadsworth stated that they have read <br />18 <br />
