Our traffic projections showed <br />a need for 6 lanes in the future, and he believed we have used <br />the word "temporary" meaning until the 6 laning is implemented. <br />Commissioner Scurlock asked if there is room for 6 lanes, <br />and Director Davis advised that there is in the twin pairs <br />option, but if you go with a curb and gutter 5 lane section, some <br />day you would have to bust it out and widen it. He further noted <br />that the 5/7 year time frame came into play when we were looking <br />at the railroad grade separation, which we thought would take 5/7 <br />years, and stated that it would be almost impossible to construct <br />a grade separated interchange along the existing alignment if you <br />had 5 lanes of traffic. The options are better with the twin <br />pairs alignment, which offers more flexibility. <br />George Metcalf, 425 Pine Street, wished to speak in favor of <br />the county proceeding with the construction of the westbound lane <br />of the original twin pairs as soon as possible. He stated that <br />the City of Sebastian has used the Home Rule provision of Chapter <br />163 Florida Statutes to stop and delay viable projects since <br />March of 1984. As John Little pointed out in this morning's <br />PRESS JOURNAL, Sebastian has a very poor record in project <br />management. Mr. Metcalf noted that after 10 years in Indian <br />River County, he moved to Sebastian in 1983, and in 1984 he was <br />appointed to the Airport Advisory Board at the critical time of <br />the award of the contract for the Airport master plan. He <br />thought he could utilize his 24 years of experience and training <br />in performing a lead role of government project management, but <br />he was slow to recognize the extent of the "empirics" moving into <br />the city government. Mr. Metcalf defined "empirics" as those who <br />enter a practice without regular professional education and with- <br />out experience, i.e., a quack. He continued that he felt the <br />city government is reverting back to the philosophy of the <br />ancient Greek sophists. <br />Chairman Bird asked that Mr. Metcalf keep his remarks <br />pertinent to the project being discussed, and Mr. Metcalf stated <br />that he would after completing the next paragraph in his <br />statement. <br />Mr. Metcalf continued on, referring to the dictionary's <br />definition of "sophism" as a clever or cunning contrivance that <br />is not supported by sound reason - arguments that are plausible <br />but fallacious and intended to mislead. He felt these may <br />account for the proposal today to take the road from Chesser's <br />Gap through to U.S.I., which would be expensive and benefit only <br />20 <br />
