was prepared by a student from F.I.T, who did his senior thesis <br />on this. Included in his study was a very comprehensive look at - <br />various alternatives and the design costs. This student worked <br />very closely with the then Sebastian City Engineer, Hector <br />Franco. The consensus was that the twin pairs was probably the <br />best option, and that was the recommendation made. He further <br />noted that Kimball -Lloyd has been our design engineer and has had <br />no concerns with this twin pairs projects. Director Davis <br />stressed that the Keith 8 Schnars study was not a "done deal." <br />We mainly wanted to know their views of what was the best and <br />most efficient alternative to serve the area. <br />Manager McClary continued to maintain that the information <br />on,any other alternatives in that study seemed to be very <br />sketchy. He continued that.Director Davis is saying that the <br />option of putting all lanes into the existing R/W would be twice <br />as expensive as the twin pairs, but he wished to know if the <br />County t.00k into account any costs the County could recoup by <br />selling some of the real estate they purchased, especially those <br />3 lots to the east of the railroad tracks, which undoubtedly will <br />become more valuable. <br />Director Davis advised that we have not taken that possibil- <br />ity into account, and he had some doubts about the value of 100' <br />deep strips of property to anyone but abutting owners. <br />City Manager McC.Iary next noted that the County had to give <br />up two railroad grade crossing in order to get one, and he felt <br />it seems that we are giving up a pretty valuable resource of <br />which we have a short supply. He did not think we would have to <br />expend any of those resources to keep CR 512 in its current <br />alignment. <br />Director Davis informed him that the F.E.C. is taking a much <br />more aggressive look at all the crossings along their entire <br />system, not just in Indian River County, and the message we are <br />getting from F.E.C. is that if we have some crossings in the <br />county that are lightly utilized, we probably will be hearing <br />from them requesting that we abandon those crossings. The <br />crossings that we are giving up are the one at Bay Street in <br />Roseland which has a very low traffic count and the one at 87th <br />Street in Wabasso which has another railroad crossing very close <br />to it. <br />Commissioner Scurlock asked if F.E.C. legally can close <br />crossings based on traffic counts, and both Director Davis and <br />County Attorney Vitunac concurred that they can. <br />City Manager McClary brought up possible expenses incurred <br />due to business loss or damages, and felt if the improvements are <br />to be built in the existing R/W, it would appear to be more <br />7 <br />Nov 26 1991 <br />
