what the consequences might be for someone who does not hook up <br />now. <br />Commissioner Scurlock explained that impact fees will change <br />depending on the cost of building a treatment facility. <br />Community Development Director Keating said the County policy <br />is that no permit, except for reroofing, will be issued unless <br />there is a hookup to the Vater service. <br />Mr. Caraly noted there seemed to be objection to square <br />footage assessment and asked if any thought could be given to <br />linear and lateral assessment with a cap for individuals, like the <br />previous speaker who had a larger lot. <br />County Attorney4Vitunac advised that the square footage method <br />of assessment was chosen because everyone, including the Supreme <br />Court and this Commission, were convinced that square footage is <br />more fair. He further explained that this is a one-time expense, <br />the water lines will remain in place and add value to the property. <br />While this particular lady has only one residence on the property, <br />.in the future there may be as many as six houses on that same <br />property and there will be water service for them. <br />Discussion ensued on the pros and cons of each method of <br />calculating assessments. Chairman Bird concluded that each project <br />costs X dollars and we have X customers and every adjustment that <br />we make for one individual must be picked tip by the rest of the <br />owners. <br />Mr. Caraly asked for some consideration regarding the interest <br />rate to be charged for financing the assessments, and the Board <br />assured him that staff constantly analyzes our financing <br />alternatives for individuals. At the -same time, we must keep the <br />County secure and we cannot go out and issue debt indiscriminately. <br />Ms. Johnnie Dear, resident of Emerson Villa, said the <br />preceding speaker covered most of her concerns but wanted to make <br />a correction. She felt Emerson Villas is 65 to 70 percent <br />developed and there are many double lots owned by individuals. She <br />also urged lower interest rates and longer finance terms. <br />Henry Martin, 100 11th Court, felt the Board covered all his <br />concerns. He felt there were people who were working and could not <br />be at the meeting who would be interested in longer financing. He <br />asked about the monthly billing after the lines are installed. <br />Director Pinto explained that the monthly charge is to <br />residents who commit to the water by paying the impact- fee to <br />reserve capacity at the treatment plant. <br />Mr. Martin asked whether sewer lines will be installed at some <br />future time.
