US -90 -23 -ED <br />BACKGROUND <br />On June 4, 1991, the Board of County Commissioners approved the - <br />agreement and Work Authorization No. 1 for study, design, permitting, <br />construction administration and inspection of a Central Regional <br />,Alternate Effluent Disposal and Transmission System. Phase II of said <br />'project is' an investigation concerning the R.E.W.A.R.D. System <br />`(Reclaimed Water Recovery and Discharge System). It includes studying, <br />:analyzing and developing a proposal concerning effluent perimeter well <br />extraction located on the County's own 30 -acre site and subsequent <br />injection of recovered water for development of a salt water intrusion <br />.barrier.system. <br />,ANALYSIS - <br />The study is concluded. (See report.copy, attached.) The Department <br />of Environmental Regulation enthusiastically wants to see this study <br />become the first approved in the groundwater resources recharge and <br />recycling water method. Communications with the St. Johns River Water <br />Management District hydrogeologist and several other of their personnel <br />.show their support of this pilot study, due to its effort to help the <br />.depleted condition of fresh groundwater in the district. Indian River <br />County is one coastal area of concern in the district. <br />The preliminary estimated cost for the R.E.W.A.R.D. pilot study, <br />Central Region Alternate Effluent Disposal, Phase III, is as follows: <br />a. Engineering consultant fee (PEC, Inc.), $ 45,000.00* <br />with.upper limit <br />b. Hydrogeology subconsultant, in design, $200,000.00* <br />permitting and construction of extraction <br />well, underground study for two-year period, <br />with upper limit <br />C. Administrative cost $ 25,000.00* <br />r <br />Total estimated cost: $270,000.00 <br />Note: *This figure is a preliminary estimated cost to apply for the <br />grant. The figure can be adjusted if necessary when the final <br />cost is known. The formal engineering request for work <br />authorization of this pilot study will be presented before <br />- the Board of County Commissioners-, after the Department <br />receives a conceptual permit from D.E.R. for said. pilot <br />study. <br />23 <br />OEC `'0 3 1031 <br />
