ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Eggert, the Board unanimously approved <br />advertisement of a Request For Proposals for a study <br />of maximum utilization of 230 acre County Utility <br />site at the West Regional Wastewater Treatment <br />Plant, as recommended by staff. - <br />GLENDALE TERRACE - 24TH AVENUE WATER SERVICE PROJECT <br />RESOLUTIONS I AND II <br />The Board reviewed memo from Utility Services Director Terry <br />Pinto dated November 20, 1991: <br />DATE: NOVEMBER 20, 1991 <br />TO: JAMES E. CHASTAI <br />AND STAFFED MANAGER OF ASSES T PROJECTS <br />BY: DEPARTMENT OF ITY SERVICES <br />SUBJECT: GLENDALE TERRACE/24TH AVENUE WATER SERVICE PROJECT <br />RESOLUTIONS I AND II <br />INDIAN RIVER COUNTY PROJECT NO. UW -91 -24 -DS <br />.BACKGROUND <br />"On September. 10, 1991, the Indian River County Board of County <br />7,Commissioners approved the petition for water service in Glendale <br />..Terrace Subdivision --24th Avenue, north of 8th Street. Design <br />.service has been completed by the Department of Utility Services <br />staff. We are now ready to begin the assessment process associated <br />jjwith this project. (Seeattached agenda item.) <br />ANALYSIS <br />,Attached are Resolutions I and II for the assessment project. The <br />.cost per square foot is $0.09534818505, and the project will serve <br />29 platted lots bordering on 24th Avenue and one non-plattedparcel <br />..on the north side of 8th Street. The petition for this service was <br />signed by owners of 20, or 67% of the lots. <br />All of the platted lots in this project are substandard or <br />"undersized." According to Indian River County's Comprehensive <br />Plan, and the County Public Health Unit, Division of Environmental <br />Health, new lots utilizing well and septic systems must be a minimum <br />of one-half acre. If served by a public water system, the lot may <br />be reduced to one-quarter acre in size. Lots not meeting these <br />minimum standards are called "undersized lots." <br />The attached map displays the area to benefit from the assessment <br />project. The total estimated cost to be assessed is $29,241.00. <br />E <br />The staff of the -Department of Utility .Services recommends that the <br />Board of County Commissioners approve the attached Resolutions and <br />set the assessment hearing date. <br />PYA <br />3 `991 <br />
