National_ Flood _Insurance _Program_`_ Community_Rating_System <br />Application <br />The Board reviewed the following memo dated 12/2/91: <br />TO: James E. DeB1oi�CP <br />Chief, Environmental Planning <br />.DATE: December 2, 1991 <br />a'RE: National Flood Insurance Program <br />Community Rating System Application <br />It is requested that the data presented herein be given formal <br />consideration by the Board of County Commissioners at their regular <br />meeting on December 10, 1991. <br />DESCRIPTION & CONDITIONS: <br />Indian River County is currently -a participating, community (in good <br />standing) under the National Flood Insurance Program (NFIP). <br />Administered by the Federal Emergency Management Agency (FEMA), the <br />NFIIr is a program which provides --residents -within participating V <br />communities the opportunity to purchase federally subsidized flood <br />`insurance. Such insurance is mandatory for residents to obtain a <br />mortgage on any structure located within the 100 year, flood plain. <br />Recently, FEMA developed a new nation-wide initiative called the <br />Community Rating System (CRS) which enables a participating <br />community to apply for reduced insurance premiums, if the community <br />undertakes activities exceeding minimum NFIP requirements. It is <br />FEMA's intent that the CRS will result in reduced flood losses <br />and/or increased awareness_of the availability of flood insurance. <br />The CRS program became operational in FY' 91, and FEMA has begun <br />accepting applications for CRS designation. The CRS application <br />"window" is now open, but this window will close on December 15, <br />1991: Consequently, Indian River County only has until December <br />15, 1991 to apply for CRS program designation during the current <br />window of opportunity. <br />Presently,. Indian River County already undertakes activities which <br />may qualify the county for a "Class 9" rating under the CRS <br />program. Such a classification would result in a 5% reduction over <br />current flood insurance rates for county residents. If an <br />application was submitted and approved, reduced rates would go into <br />effect in FY' 92. <br />5 <br />
