Commissioner Wheeler noted that many people in the County did <br />not realize how they would be affected. <br />An unidentified voice asked if Commissioner Bowman had ever <br />tried to read -the notices and Commissioner Bowman agreed that <br />putting in latitude and longitude for a public notice was not <br />acceptable. She said she had suggested they should be identified <br />by street name and number, and for a while they were doing that, <br />but for some reason they stopped. <br />Dean Lockwood, Dogwood Lane, came before the Board to speak in <br />support of the Planning & Zoning Commission's decision. He thought <br />the Board should not rezone agricultural land when there are so <br />many buildable lots in the developed areas of the County. Mr. <br />Lockwood said he and his wife moved to Indian River County by <br />choice because of the lifestyle that was available here, and wished <br />the Board would follow the comprehensive land use plan. He felt <br />there are exceptions and if Mr. Schlitt does prove he is an <br />exception, that is fine, but he wanted the County to avoid setting <br />precedent. <br />Bill Griffith, resident of Vero Beach Highlands, stated that <br />you can read these notices all day long and unless you are an <br />attorney or have property right in that spot, you would not <br />understand it. He felt if Mr. Schlitt was not notified that they <br />were changing something, he should not be going through the cruelty <br />he is going through now. <br />Linda Lindsey, General Manager at Coldwell Banker, came before <br />the Board and explained that with all their involvement in the comp <br />plan changes, and having Mr. Schlitt's property listed for sale, <br />she and her staff should have been aware of this rezoning, but it <br />slipped by them, too. <br />It was determined that no one else wished to be heard and the <br />Chairman closed the public hearing. y <br />MOTION WAS MADE by Commissioner Scurlock, SECONDED <br />by Commissioner Wheeler, to reverse the decision of <br />the Planning & Zoning Commission and grant relief to <br />Mr. Schlitt for the following reasons: the <br />uniqueness of the circumstances; the rezoning had Am <br />been issued: he was in the process of trying to <br />develop the property; and it would not set a broad <br />precedent. <br />�l <br />BOOK lea P�j, 621 <br />DEL IES M1 <br />
